On Monday, <a href="https://truthout.org/articles/iraqs-vote-to-kick-out-u-s-troops-reflects-growing-anti-imperialist-movement/">Iraqi parliament voted to kick out all foreign troops</a>, and on Tuesday <a href="https://www.cbsnews.com/news/irans-news-parliment-approves-bill-designating-u-s-military-terrorist-organizations-qassem-soleimani/?ftag=CNM-00-10aab6a&amp;linkId=80231175&amp;fbclid=IwAR1gHQVPb87FdSS1S6zn2TVdjfe-FC-Qwp3Yt1x-hVkHWi9_AGbH399w-is">Iran’s parliament voted to recognize all US military forces as terrorists</a> and by Tuesday evening <a href="https://edition.cnn.com/middleeast/live-news/us-iran-soleimani-tensions-intl-01-07-20">Iran launched missiles at Al-Asad airbase</a> in retaliation, reportedly killing Iraqis.</p> <p>The US assassination of Soleimani marks a serious escalation of danger on many fronts: a sharp escalation of an already on-going geopolitical and proxy war between the United States and Iran, an increase of the United States profiling, surveilling, and detaining Iranians domestically, <a href="https://www.cnn.com/2020/01/06/politics/us-troops-iraq/index.html">continued disregard for the demands of Iraqis</a> who want the US and Iran out of their homeland, and what appears to be the final nail in the coffin of the Iran Nuclear Deal (a multi-state effort by the Joint Committee Plan of Action [JPCOA]), which the US left in 2018 and Iran <a href="https://www.politico.com/news/2020/01/05/iran-abandons-nuclear-deal-killing-soleimani-094197">announced</a> it would no longer abide by this past Sunday.</p> <p><strong>Therefore, we raise our voices calling for a de-escalation of tension between the two nation-states, which must include US congressional checks on executive power, a total lifting of sanctions on Iran, and protection of the rights of Iranians in the United States - including a lifting of the Muslim Ban, which affects multiple countries including Iran.</strong></p> <p>As the Kenyan proverb goes: when elephants fight, it is the grass that suffers. We recognize that this on-going geopolitical and proxy war between the United States (a global imperial power) and Iran (a regional imperial power) will continue to lead to everyday Syrians, Iraqis, Afghans, and Iranians suffering. Already, the two states have been advancing their own agenda and engaging in proxy to each other in both Syria and Iraq. Since August 2014, <a href="https://airwars.org/conflict/coalition-in-iraq-and-syria/">the US-Led Coalition has killed 1,359 civilians in Syria and Iraq</a>, and engaged in battle over Raqqa and Mosul, causing mass destruction in both cities. In Syria, General Qassem Soleimani was responsible for providing militia power, like that of Kata’ib Hezbollah, to support Assad’s war on Syrian civilians— which is why we understand many Syrians feel some relief that a major material and political ally of Bashar al Assad is no longer alive, and we also recognize that true justice would have been putting war criminals, including Assad, Soleimani, Muhandis, and Trump on trial. And it was the United States who invaded and occupied Iraq in 2003, <a href="https://www.iraqbodycount.org/">killing over 207,000 civilians</a>. It was the US invasion and occupation which created the conditions for regional power struggles to be played out on Iraqi soil, with the people of Iraq paying the largest price.</p> <p><strong>WRL has long recognized the need for an antiwar movement that takes into account the multiple imperial actors in the world, the changing nature of warfare, and the ways in which war is becoming invisibilized. </strong>Knowing how actors of US imperialism often point out the crimes of other states to justify their own, we focus on uplifting diaspora antiwar leadership within the United States as a means to dismantle the white supremacy inherent with imperial finger-wagging. In 2014, we worked with Havaar, an Iran solidarity initiative, to raise political awareness and call for an end to sanctions on Iran. Previous WRL organizer Ali Issa organized the <a href="https://iraqitransnationalcollective.org/en/mission/">Iraqi Transnational Collective</a> to “connect Iraqi communities working towards an equal and just Iraq free of oppression.” And our Resisting Airwars program was designed specifically to connect and uplift SWANA* diaspora voices from across the region and will be convening a group of leaders with connections to Iran, Iraq, Syria, Palestine, Yemen, Libya, and Kashmir this weekend to strategize towards a future where all wars have ended.</p> <p dir="ltr"><strong>WRL stands with the people of Iran, who have suffered from US economic sanctions and domestic repression. field--label-hidden field--item"><p>On 29th May 2018, War Resisters' International and the European Bureau for Conscientious Objection signed a statement in support of conscientious objectors in Greece, supporting their boycott of the 'Conscience Examination Committee'. It reads:</p> <p>Bearing in mind the scandalous fact that despite numerous appeals, Greek authorities have, for several decades, violated the human right of conscientious objection to military service, the <strong>European Bureau for Conscientious Objection</strong> and <strong>War Resisters’ International</strong> support the renewed call for a boycott of the Conscience Examination Committee (the special advisory committee which examines applications for conscientious objector status), which has been issued by the Association of Greek Conscientious Objectors.</p> <p>We also express our solidarity with those Greek conscientious objectors who have already joined the boycott or will do so in the future, including Alexandros Kokkalis who already has publicly declared that he will refuse to be examined on 30 of May 2018. In this regard we particularly stand in solidarity with conscientious objector Hristos Kokkolis who, together with two other conscientious objectors, <a href="http://ebco-beoc.org/node/419">joined the boycott</a> in December 2016 and who recently had his application rejected by the new Deputy Minister of National Defence on the recommendation of the committee. We urge the Greek authorities to immediately grant him conscientious objector status and allow him to perform the alternative civilian service.</p> <p>We would like to stress that the Greek legislation does not preclude the recognition of applicants who have not been interviewed by the committee, as the vast majority of conscientious objectors in Greece (Jehovah’s Witnesses) are recognized without interview, and even if an applicant is called by the committee and fails to report, the legislation explicitly stipulates that his claim should be examined. Therefore, the participation in the boycott and the refusal to be examined by the committee cannot constitute a reason for rejection.</p> <p>We also reiterate our <a href="http://ebco-beoc.org/node/385">demand</a> for the abolition of the process of examination of applications by the special committee (also known as conscience examination committee) and an automatic application of the provisions on alternative service for all those who apply for it and all those who have been rejected so far, if their cases are still pending.</p> <p>Such a position is supported by the <strong>European Parliament</strong> which has stated that “no court or commission can penetrate the conscience of an individual” and has argued that a declaration setting out the grounds should suffice for somebody to be recognized as a conscientious objector.[i]</p> <p>The same position has been adopted by the <strong>Hellenic League for Human Rights<strong>[ii]</strong></strong>, the oldest Greek organization of human rights, and a permanent member of the International Federation of Human Rights (FIDH).</p> <p>Even the <strong>Greek Ombudsman</strong> has stated that: “The personal interview as a mean to ascertain reasons of conscience is controversial <em>per se</em>, insofar it submits an internal esprit to an examination of sincerity.”[iii]</p> <p>The practice of other states of accepting claims of conscientious objection as valid without inquiry was welcomed both by the <strong>UN Commission on Human Rights<strong>[iv]</strong> </strong>and<strong> </strong>its successor, the <strong>UN Human Rights Council</strong>.[v]</p> <p>In any case, the current procedure in Greece, with military officers participating in the advisory committee and with the (Deputy) Minister of National Defence taking the final decision, clearly violates international law and standards—including those set in 1967 by the <strong>Parliamentary Assembly of the Council of Europe, </strong>requiring<em>, inter alia</em>,<strong> that </strong>the decision-taking body be entirely separate from the military authorities, and that its composition should guarantee maximum independence and impartiality.[vi]<strong> </strong>That is why the <strong>UN Human Rights Committee<strong>[vii]</strong></strong>, the <strong>Commissioner for Human Rights of the Council of Europe<strong>[viii]</strong>, </strong>and <strong>the Special Rapporteur on freedom of religion or belief<strong>[ix]</strong>, </strong>have all recommended  that Greece  transfer the assessment of applications for conscientious objector status from the Ministry of National Defence to an independent civilian department/under the full control of civilian authorities.</p> <p>For more than 50 years, Greece has failed to bring its legislation in line even with the minimum international standards about the right to conscientious objection, and especially in regard to granting conscientious objector status.</p> <p>Therefore, we fully support those conscientious objectors who have decided to escalate the struggle for their rights.</p> <p>We urge the Greek government to fulfill its promises, to immediately amend the relevant legislation and allow all conscientious objectors who wish so, to perform the alternative civilian service.</p> <p> </p> <p><strong><em>European Bureau for Conscientious Objection (EBCO-BEOC)</em></strong></p> <p><strong><em>War Resisters’ International (WRI)</em></strong></p> <p>[i]                 European Parliament, Resolution on conscientious objection, (1-546/82), [known as Macciocchi Resolution], 7 February 1983, as published in the Official Journal of the European Communities <a href="http://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=OJ:JOC_1983_068_R_0001_01&amp;from=EN">C 68</a>, 14 March 1983, para. 3 (page 15). He dedicated his life to peace and human rights. His last words were “We don’t want weapons, clashes and military operations in the birthplace and home of many civilisations” at a press conference a few minutes before he was shot. <p align="justify">Following the elections on June 7<sup>th</sup>, 272 civilians (Suruc-32 , Ankara-102) have been killed as of 9<sup>th</sup> November according to <a href="http://www.insanhaklaridernegi.org/wp-content/uploads/2015/11/1-Kas%C4%B1m-2015-Milletvekili-Tekrar-Genel-Se%C3%A7imleri-%C5%9Eiddetin-G%C3%B6lgesinde-Ger%C3%A7ekle%C5%9Fmi%C5%9F-Her%C5%9Feye-Ra%C4%9Fmen-T%C3%BCrkiye-Halklar%C4%B1-Bar%C4%B1%C5%9Fta-Israrc%C4%B1-Olmu%C5%9Ftur-12.11.2015.pdf">the report issued by the Human Rights Association in Turkey</a>. The total number of people including security forces, paramilitaries and PKK militants has reached 602 according to the same report.</p> <p align="justify">Tahir Elçi was one of the persons who strongly called upon the Turkish state and PKK for a ceasefire in order to stop the killings. His murder is a blatant attack against hopes for peace in Turkey.</p> <p align="justify">War Resisters' International condemns the murder of Tahir Elçi and stands in solidarity with his family, friends, and all the peace activists in the country who have long been resisting the escalating politics of violence in Turkey. We believe that international solidarity in such times plays a key role in the struggle of those demanding peace. The attack left at least 9 people dead, 43 students missing and 27 wounded - it has become one of the most emblematic events of human rights violations, not just in the Mexican Republic but in all latitudes.</p> <p align="JUSTIFY" style="text-align: left;">Within days of the disappearance’s first year anniversary, the victims' families began a fast, to demand that their children appear. We are united with citizens from Mexico and around the world in solidarity to their right to peaceful protest in the demand for proof of life, justice, truth and no impunity.</p> <p align="JUSTIFY" style="text-align: left;">Likewise, in commemoration of the anniversary of this terrible event and the lack of answers, and given the results of the CIDH experts committee research, we'll march in support and solidarity with this fight; it's not just the victims' families - everyone seeks events like this are never forgotten and never repeated, and that the disappeared appear and that there is not injustice or impunity.</p> <p style="text-align: left;">We remember that everyone has the right to peaceful demonstration, fasting, concentrations, marches and protests, what it means to express in public, individually or collectively, and by non-violent means, discontent, disagreement or indignation with events and situations that affects them directly, in the demand of their rights, truth, justice and no impunity in the frame of a free and democratic society.</p> <p align="JUSTIFY" style="text-align: left;">Fasting is a tool of nonviolent struggle, included in the right to pacific demonstration enshrine in Article 20 of the Universal Declaration of Human Rights. It must be respected and guaranteed by having the authorities taken all the protective measures, so it can be fully implemented. The information was shared in Diosdado Cabello’s weekly television show “<em>Con el Mazo Dando</em>”. On this programme the work of human rights defenders is regularly questioned and details of their whereabouts are shared. The president of Venezuela, Nicholas Maduro, has described NGO workers who criticise the government as 'bandits', and called for the production of a documentary to be broadcast on television exposing the 'truth' about the work of human rights organisations. </p> <p>Among other details, on “<em>Con el Mazo Dando</em>” Diosdado Cabello announced that Rafael Uzcátegui and Carlos Correa were travelling to Chile to meet the former coordinator of PROVEA. This information had only been shared in private online communications, so there is cause to believe these communications are being monitored by the authorities.</p> <p>Sharing such information puts Rafael, Carlos, and their friends and colleagues at risk. It arms militant government sympathizers with the information they would need to intimidate or attack them.<img src="/sites/all/modules/wysiwyg/plugins/break/images/spacer.gif" border="0" alt="&lt;--break-&gt;" title="&lt;--break--&gt;" /></p> <!--break--> <p>Government officials targeting individual civilians in this way is a cowardly tactic. It is an objectionable use of power – the provocateurs have information and a means of spreading it quickly, whilst at the same time being able to wash their hands of any repercussions, because they did not directly order any assailants to act. In fact, the blame for any harm that comes to Rafael, Carlos and others that “<em>Con el Mazo Dando</em>” puts at risk should be lain directly at their door.</p> <p>WRI <a href="/network/background">has a long track record of speaking out</a> against all forms of violence and injustice by different states, and acting in solidarity with nonviolent activists all over the world.</p> <p>WRI know PROVEA to be an organisation consistently and thoroughly investigating abuses of power. We have collaborated over some years and PROVEA hosted a WRI delegation in 2013. Over time, we have noted with sadness growing suspicion and intimidation towards human rights groups, as well as the increasing militarisation of Venezuela.</p> <p>This incident is the latest in a line of attempts to smear and frighten human rights groups, including PROVEA.</p> <p>In 2013, WRI released <a href="/node/21660">a statement</a> in support of PROVEA following a verbal attack against them by the then minister for Communication and Information Ernesto Villegas. Earlier this year, Rafael Uzcátegui and Carlos Correa were part of a group of twelve human rights defenders that were harassed and intimidated at the airport in Caracas on their return from participating in hearings of the Inter-American Commission of Human Rights. Days earlier, details of their return flight have been shared on “<em>Con el Mazo Dando</em>”.</p> <p>The campaign to delegitimise organisations independent of government in Venezuela must stop. Personal attacks and breaches of privacy violate human rights, are undemocratic and unjust.</p> <p>Those who expose human rights abuses – whoever perpetrates them - are crucial for transparent and just communities. Nonviolent societies are built on the back of freedom of speech and active grassroots bodies who remind those in power that they derive their authority from the consent of the people. PROVEA and <em>Espacio Público</em> should be given space to carry out their work, and government and other civic bodies should engage with the results of their investigations.</p> <p>We urge those in sympathy with this statement to use Amnesty International's Urgent Action alert to write to the Vice President, Sr. Jorge Arreaza, Attorney General of the Republic Dra. Luisa Ortega Díaz and Ombudsman Tarek William Saab.
