It is based in the city of Čačak, in central Serbia, employs around 2000 people and recorded revenues income of €62.21 million in 2018, and income of €3.51 million. The company produces ammunition used by both military and police forces.

Over the last decade the Serbian government has invested over €30 million in the company, to pay for modernization of equipment.

Sloboda Čačak produces a wide range of ammunition for tanks and artillery, rockets, and rocket-propelled grenades. A catalogue produced in 2010 includes ammunition for use in anti-aircraft weapons, small arms, and a range of stun grenades, smoke bombs, rubber baton rounds and flash grenades marketed to be used by police forces.

Use in conflicts

The company’s “M79 Osa” anti-tank weapon was reportedly used in Syria by both the Free Syrian Army and by the Islamic State in Iraq. In 2013 The New York Times reported that the M79 Osa being used in various places in Syria, including by the Ababil Horan Brigade in the southern Damascus suburb of Al Qadam, highlighting videos uploaded to YouTube which show dozens of M79 weapons. The newspaper has documented the widespread use of weapons produced in the former Yugoslavia, and speculated that the arms were shipped to opposition forces by Saudi Arabia after large numbers began to appear in YouTube videos uploaded in early 2013.

The M80 Zolja is a “disposable 64mm unguided anti-tank rocket-propelled grenade” first designed in 1980 and used throughout conflicts in the former Yugoslavia through the 90s, and remains in production.

Tear gas canisters in Iraq killing protesters

The Balkan Insight website has reported that tear gas canisters produced by Sloboda Čačak were imported into Iraq in 2009. The shipment was part of a massive arms deal between the Iraqi and Serbian governments worth $325 million and described as “the deal of the century”, and included 40mm military tear gas grenades produced by Sloboda Čačak. The website reports that the grenade was responsible for at least 20 of the 400 protesters killed by Iraqi security personnel in late 2019. Amnesty International reported that the grenades caused “horrific” injuries, with some canisters found lodged in victims skulls. The M99 grenades identified are modelled on military-style grenades that are up to ten times heavier than standard tear gas canisters.

The same grenades have been sold to Montenegro, Belgium, USA, and endorsed by WRI Executive Committee.

Wednesday, January 8th, 2020

Dear friends,

Early Friday morning, in an act of imperial power and disregard for international law, the US assassinated Iran’s General Qassem Soleimani and Kata’ib Hezbollah’s Abu Mahdi al-Muhandis at Baghdad International Airport via targeted drone strike and immediately deployed more troops to the region for “protection.” That same day, police departments around the US indicated plans of increasing local surveillance, and on Sunday Trump “vowed to hit 52 Iranian targets very hard” while dozens of Iranians were reported detained at the US border and airports within the country. On Monday, Iraqi parliament voted to kick out all foreign troops, and on Tuesday Iran’s parliament voted to recognize all US military forces as terrorists and by Tuesday evening Iran launched missiles at Al-Asad airbase in retaliation, reportedly killing Iraqis.

The US assassination of Soleimani marks a serious escalation of danger on many fronts: a sharp escalation of an already on-going geopolitical and proxy war between the United States and Iran, an increase of the United States profiling, surveilling, and detaining Iranians domestically, continued disregard for the demands of Iraqis who want the US and Iran out of their homeland, and what appears to be the final nail in the coffin of the Iran Nuclear Deal (a multi-state effort by the Joint Committee Plan of Action [JPCOA]), which the US left in 2018 and Iran announced it would no longer abide by this past Sunday.

Therefore, we raise our voices calling for a de-escalation of tension between the two nation-states, which must include US congressional checks on executive power, a total lifting of sanctions on Iran, and protection of the rights of Iranians in the United States - including a lifting of the Muslim Ban, which affects multiple countries including Iran.

As the Kenyan proverb goes: when elephants fight, it is the grass that suffers. We recognize that this on-going geopolitical and proxy war between the United States (a global imperial power) and Iran (a regional imperial power) will continue to lead to everyday Syrians, Iraqis, Afghans, and Iranians suffering. Already, the two states have been advancing their own agenda and engaging in proxy to each other in both Syria and Iraq. Since August 2014, the US-Led Coalition has killed 1,359 civilians in Syria and Iraq, and engaged in battle over Raqqa and Mosul, causing mass destruction in both cities. In Syria, General Qassem Soleimani was responsible for providing militia power, like that of Kata’ib Hezbollah, to support Assad’s war on Syrian civilians— which is why we understand many Syrians feel some relief that a major material and political ally of Bashar al Assad is no longer alive, and we also recognize that true justice would have been putting war criminals, including Assad, Soleimani, Muhandis, and Trump on trial. And it was the United States who invaded and occupied Iraq in 2003, killing over 207,000 civilians. It was the US invasion and occupation which created the conditions for regional power struggles to be played out on Iraqi soil, with the people of Iraq paying the largest price.

WRL has long recognized the need for an antiwar movement that takes into account the multiple imperial actors in the world, the changing nature of warfare, and the ways in which war is becoming invisibilized. Knowing how actors of US imperialism often point out the crimes of other states to justify their own, we focus on uplifting diaspora antiwar leadership within the United States as a means to dismantle the white supremacy inherent with imperial finger-wagging. In 2014, we worked with Havaar, an Iran solidarity initiative, to raise political awareness and call for an end to sanctions on Iran. Previous WRL organizer Ali Issa organized the Iraqi Transnational Collective to “connect Iraqi communities working towards an equal and just Iraq free of oppression.” And our Resisting Airwars program was designed specifically to connect and uplift SWANA* diaspora voices from across the region and will be convening a group of leaders with connections to Iran, Iraq, Syria, Palestine, Yemen, Libya, and Kashmir this weekend to strategize towards a future where all wars have ended.

WRL stands with the people of Iran, who have suffered from US economic sanctions and domestic repression. WRL stands by the Iranian community in the United States, who have been unjustly profiled for decades.

WRL stands with the people of Iraq and the October Revolution, a popular anti-imperialist movement reclaiming Iraq for its people and standing against the US occupation that destroyed the country and against Iran’s current influence over Iraqi politics.

WRL stands with the people of Syria, who for the past decade have experienced an international proxy war akin to a “World War III” in their country, though this is generally lost in the United States when fears of a new World War III arise.

Now is the time to raise our voices for a de-escalation between the United States and Iran, uplift Iranian, Iraqi, and Syrian antiwar leadership within the United States, and increase our efforts to agitate against the US war machine.

In solidarity,

War Resisters League

*Southwest Asia/North Africa

Action steps and resources

Direct action + counter recruitment + petitions

Organizing Effective Actions by WRL

Learn the essentials of counter-recruitment and get involved.

Find your local recruitment centers and organize a direct action.

Sign Win Without War’s petition.

If you or someone you know is in the military and considering going AWOL, becoming a conscientious objector, or withdrawing consent in some other way - call the GI Rights Hotline at 1-877-447-4487. So these are the kind of things that they are doing and it is a kind of widening of the prisons of the people so you don't imprison ten or twenty people, no, you imprison the whole people. So the wall is kind of this.

This wall devastated the people's land and the reaction was demonstrations. We were facing the police, not even the police, the military. The military, fully-armed, and they come to kill, they come to make you bleed, they come to take you to jail, they come to paralyse you by shooting you in sensitive parts of your body. Using several kinds of weapons, testing them against us. From several kinds of tear gas to bullets, different kinds of bullet, plastic bullets, rubber-coated bullets, there are so many other kinds of bullets that I don't know their names. They are called something like “dum-dum” which is an explosive bullet that they shoot at your leg and explodes in your leg and your leg will be smashed. So all these techniques have been used against the demonstrators. I remember days when we were marching and suddenly, without hearing any shooting, we see the people who were walking in the march falling down, falling down, falling down. At the end they were sniping them with silent guns. They were knocking them down one after the other. This is horrible, these were people who were marching holding in their hands slogans protesting against their land being confiscated and isolated.

These kind of military techniques that they were using against us, unfortunately they have been transferred and exported to other oppressive regimes. We saw that in Latin America when we started activism in Latin America. We saw that the Israeli military and security companies are training different regimes in Latin America in oppressing their people, on how to attack and confront the demonstrators, the civilians who are demonstrating for their rights. They are exporting the techniques, they are exporting these evil ways of oppressing the people and harming them. Even lately, we saw that in the favelas in Rio and in Brazil where they are building the same system of surveillance and also the towers from which they are watching and sniping people and killing them in the favelas. So this is the danger of the Israeli military, not just the drones that they are promoting and selling to the world. The same with the military oppressions, the police oppressions. They are exporting the techniques. And they are teaching the other regimes how to beat their people, how to oppress them, how to suffocate them, how to imprison them, how to paralyse them.

Author information

Jamal Juma’ was born in Jerusalem and attended Birzeit University, where he became politically active. raise fears of the 'indiscipline of youth'. Such rumours often circulate without impact, but sometimes they are the start of a wider campaign and eventual reintroduction of compulsory military service.

In Iraq, military leaders have announced they want to impose conscription for the first time since the fall of Saddam Hussein. Iraq’s Supreme Defence Council approved the proposed bill in late February, and a draft law is being submitted to the Iraqi Prime Minster, Haider al-Abadi.

The news has sparked a very wide range of responses! One comment on social media said "We have had enough militarising of society; people have been on the frontline since the 1980s." "The government" he added, "should build good schools and universities and create an army and police force that can establish security instead of reinstating a conscription system which would increase the militarisation of society and the number of those bearing arms."

In North Korea, Korean Central Television has reported that 1.5 million North Korean youth voluntarily enlisted in response to a call from the military issued a month or more earlier than the normal April-May recruiting season. Radio Free Asia have reported however that this recruitment was forced. “The central government instructed students and youngsters to hold pep rallies stressing the tense political situation surrounding the country,” a source in North Hamgyung Province told RFA.

“Military recruiting, which normally occurs from April through May, started about a month earlier this year,” a second source in North Hamgyung Province told RFA. “If you don’t join the military at a time they are being mobilized by the order from the top, you will be branded as reactionary, and you and your family will suffer,” added the source. “That’s why 1.5 million people have joined the military”.

They've also been encouraging former soldiers to reinlist. The National Defence Commission have been interviewing workers who meet the requirements for re-enlistment. Those selected for service have now been placed on stand-by. “Only those who have a missing person – or are an inmate at a kyohwaso [re-education camps, which also function as prisons] – among their family members are exempted,” the source said.

In Bulgaria, the Ministry of Defence in Bulgaria have announced that they will create a register of all young people in the country between 18 and 32 years old, who would be eligible for military training in case of war or a national emergency. This has sparked fears of a return to a conscripted armed forces, which was abolished in 2008. Whether compulsory military service is reintroduced or not, however, the register still represents a concern for antimilitarists.

<a name="yui_3_17_2_1_1461344681876_299" out four clear humanitarian principles by which aid should be delivered: humanity; neutrality; impartiality and operational independence.1 These foundation stones were set out in General Assembly resolution 46/182 passed in December 1991.2 These principles are still cited today by OCHA but the nature of recent conflicts and the actions of UN Agencies and of OCHA itself seem directly to undermine the very principles by which OCHA claims to act. Perhaps it was always ambitious to expect global agencies reliant on the membership of nation states to be able to act impartially or independently. That same General Assembly resolution after all also states clearly that “humanitarian assistance should be provided with the consent of the affected country and in principle on the basis of an appeal by the affected country”.3 When the state itself is party to the conflict, as in Syria there are clear limits to such an approach.

There is also a legitimate question about whether aid can ever be delivered neutrally in conflict where at the very least humanitarian agencies will have to negotiate with many different warring factions in order to be able to deliver assistance. The ICRC (International Committee of the Red Cross) and indeed OCHA itself use examples of just such multiple negotiations to demonstrate their neutrality but there are few organisations with such capacity.4 For many decades humanitarian actors have taken sides and failed that implicit test of neutrality often for good reas

on (aid to Eritrean and Tigrayan rebels throughout the Ethiopian civil war is a good example). Two things have explicitly changed, however, since the invasions of Afghanistan and Iraq: the direct delivery of aid by the military has returned the recipient to a colonial type relationship and the continued securitisation of aid limits both access and effectiveness.

In Afghanistan and Iraq, the justifications for invasion and the testimonies of participating soldiers make clear that missions quickly changed into situations where soldiers believed they were on a humanitarian mission to help bring economic development in the case of Afghanistan or democracy in the case of Iraq. Others have argued that the creation of reconstruction teams in Afghanistan has left little legacy and failed to give space to non-military development agencies to build relationships and provide a longer term commitment.5 The reconstruction teams were associated with the political and military goals of the occupiers and not of neutral or impartial development agencies.

The situation is possibly worse in Iraq where the UN agencies depended on the protection of US soldiers until the US military’s official departure from Iraq in 2011. That means that any time any UN official moved in Baghdad and other areas outside Iraqi-Kurdistan they did so only in convoy with US troops. Any visit to local citizens, any delivery of supplies was “facilitated” by US troops. It is clear that after the 2006/7 near civil war in parts of Iraq some kind of protection for humanitarian agencies was necessary but by this time the US had turned into occupiers and so the delivery of aid was by extension tied to a perceived occupation. After US troops left, the UN provided its own security for missions but whilst the mixed nationalities of the UN and the non-aggressive stance of UN soldiers providing protection may f

<div alt="" data-embed-button="image_embed" data-entity-embed-display="image:responsive_image" data-entity-embed-display-settings="body_inline_1_3" data-entity-type="file" data-entity-uuid="18917678-6dbc-4c93-a59f-e22805acc09f" title="Militarisation of aid - UN convoy for Arab League official, Erbil 2014. It hardly feels neutral or impartial. And now the UN is stuck: protection has become a self-perpetuating necessity. The more you drive around in heavily armed convoys, the more you need to do so, partly because you become an easily identifiable target. The UN has its own peculiar history in Iraq as being associated with the corruption and deprivation of the oil for food sanctions during the nineties it is universally distrusted. But the way to win over trust was arguably not to end up looking like the US army in disguise: whilst the World Food Programme (WFP) and UNICEF remain the few international actors managing to get assistance today through to people in need in Anbar, it is still through that prism of occupation that they will be viewed. International NGOs largely entered Iraq on the backs of the US invasion and although many try hard to adhere to humanitarian principles and move around without the armed protection that UN Agencies demand, they need to work hard to avoid being associated with the occupation.

The situation in Kurdistan is different, partly because of the relative stability there which meant that the UN and other international agencies have better resisted the creeping securitisation of aid. It is possible for UN Agencies to travel around Kurdistan without protection. The consequence is that nearly all the assistance being given today to Iraqis displaced as a result of the growth of the so-called Islamic state is in Iraqi Kurdistan. Latest UN figures suggest that more than 2.6 million people have been displaced in Iraq. Only about half of these are in Kurdistan. There are people in need in areas of conflict in Anbar, Nineveh and Dyala; where is the impartial aid that is reaching them? I would argue that no international actors on the ground in Iraq dare to negotiate access with insurgent forces or even tribal leaders because humanitarian workers are now fully identified with one side of the conflict and the “protection” necessary to operate in areas of conflict accentuates the association with one side.

In Syria it is possible to argue that International NGOs are striving to be impartial: working with a range of actors in both government and rebel held areas; willing to try to get aid through to those in areas controlled by all sorts of groups. The amount of assistance getting through though is very limited and the big UN agencies are thwarted by the limits of working within the confines of a system that demands government approval and often government security.

Conclusion

The militarisation and subsequent securitisation of the delivery of humanitarian and development assistance in Iraq has severely limited the ability of the UN to deliver to those in most need and has undermined the global commitment to impartial aid, independently delivered. In many parts of Iraq it is no longer possible to independently deliver aid. In Syria it is also not possible to independently deliver aid, but by working with a wide range of groups, international NGOs have demonstrated that it is still possible to remain impartial and thus attempt to reach those in most need. Despite the difficulties this is closer to implementing the UN vision of aid delivered independently and guided by humanity, neutrality and impartiality than the UN itself. It also usefully demonstrates that by working through local actors it is still possible to encourage and adhere to humanitarian principles. All humanitarian organisations should continue to resist the securitisation of aid if at all possible.

Frances Guy is head of Middle East Region at Christian Aid and was UNWomen Representative in Iraq between May 2012 and December 2014

1 https://docs.unocha.org/sites/dms/Documents/OOM_HumPrinciple_English.pdf

2 http://www.un.org/documents/ga/res/46/a46r182.htm

3 op. cit 2

4 https://www.icrc.org/eng/resources/documents/article/editorial/humanita…

5 Beckwith, Sam, The Militarisation of Aid in Afghanistan: Implications for Humanitarian Actors and the Way Ahead (April 30, 2012). The kwerekwere, including huge numbers of Congolese refugees, tend to be better educated and are often self-employed. It is estimated that “only” 15% are unemployed. However, reprehensible xenophobic violence expresses misdirected and pent-up fury; in South Africa, impoverished victims of the apartheid system remain impoverished. Reflecting the government’s disastrous education, health and economic policies since 1994, the gap between rich and poor South Africans is wider than ever, and is the worst in the world. Food riots and crime driven by poverty rather than xenophobia per se have been the cause of many of the attacks on Somali shops.

Follow the money...

The apartheid government and its army served as surrogate in southern Africa for the “first world” during the Cold War.
Providence Equity Partners is a global private equity firm focused on media, communications, education and information investments. Providence Equity Partners have a history of profiteering from war, including owning the company U.S.Investigation Services, which trained the violent and secretive 'Emergency Response Unit', an Iraqi paramilitary security organisation. However, Providence are our particular focus this month because the company has just bought an events company called Clarion Events.

Clarion

Clarion – which has itself featured as a 'war profiteer of the month' in August 2011 - organises trade shows and exhibitions all over the world, and many of these are focused on 'defence and security' - arms fairs. Clarion's portfolio of 'defence' events includes Dimdex in Qatar, the Sea-Air-Space Exhibition in the USA, LAAD Defence and Security in Brazil, ITEC in Czech Republic, Maritime and Coastal Security Africa (MCSA) in South Africa, and the DSEi and Counter Terror Expo in the UK. Many of these events are taking place again this year – LAAD and ITEC are taking place in April, DSEi will be returning to the Excel Centre in London in September, and MCSA is planned to take place in November.

Providence Equity bought Clarion Events on 9th January 2015, in a deal worth £200m. The purchase was protested by the Stop the Arms Fair coalition in London. When news came that Clarion's previous owner Veronis Suhler Stevenson was struggling to sell the company, activists occupied their offices to put potential buyers off even more. The occupation, which took place in December 2014 was themed 'buy Clarion, get us free', and was followed up by a demonstration at an address for Providence Equity when news came of the purchase.

War Profiteering – What have Provience Equity bought into?

By purchasing Clarion, Providence Equity will be profiting from war all over the world; the different fairs that the company now profits from facilitate the sale of arms that will be used in conflicts across the globe.
