The company was founded in 1889 and is owned - via a holding company called Herstal Group – by the regional government of Wallonia. Herstal Group owns a number of other affiliated companies and manufacturing facilities around the world, including:</p> <ul> <li>US Repeating Arms Company (USA)</li> <li>Browning Arms Company (USA)</li> <li>FN America (USA) – a merger of FN Manufacturing and FNH USA</li> <li>FNH UK (UK)</li> <li>NOPTEL (Finland) – acquired in 2011</li> </ul> <h1>Weapons</h1> <p>FN Herstal and its various subsidiaries produces a vast array of handguns, rifles, submachine guns, machine guns, and weapons for helicopters and other aircraft, as well as a range of “less lethal” weapons used by police and security personnel. Weapons produced by FN Herstal are in use by over 100 countries around the world, and have been used in many of the major conflicts throughout the 20th century.</p> <p>Recent weapon developments include the deFNder™ Light, a remote weapon station which is mounted on top of a vehicle and can integrate many FN machine guns, and allows the operator to control and fire the machine gun from inside the vehicle. The company produces similar platforms for higher calibre weapons and for mounting on naval vessels. The Belgian government recently announced the purchase of 135 deFNder™ Light systems, armed with a 7.62mm machine gun.</p> <p>Other weapons produced by FN Herstal have been used by dozens of countries, for many decades. For example, the FN MAG is a machine gun originally designed in the 1950s. It remains in production in various models and variants, and has been used by more than 80 countries. The FN MAG is also produced by a number of other companies under license. For example, the Indonesian state owned company PT Pindad produces the FN MAG as the SPM2 GPMG. The primary weapon advertised by the company is the FN 303, a should fired weapon that can be loaded with a range of different projectiles, including impact, paint, and OC powder. The US subsidiary, FN America, also advertises the FN303-P, which looks similar to a handgun. There is at least one reported death associated with the FN303; in 2005 Victoria Snelgrove was shot in the eye by police in Boston, killing her. Two years after the incident the Boston police <a href="https://www.nytimes.com/2007/02/23/us/23pepper.html">destroyed their stock of FN303 guns</a>.</p> <p>Weapons produced by FN Herstal have recently been spotted being carried by police and security personnel in the USA, responding to protests carried out by the Black Lives Matter movement. The Omega Research Foundation website identifies a number of concerns with the weapon, including high capacity firing causing “an overdose of irritant especially in confined spaces”, and weather conditions affecting the weapons accuracy, increasing the risk of head and upper body injuries.</p> <p>As well as the US police the weapon has also been used by the police in Turkey, Belgium, Georgia, Finland, <a href="https://www.gettyimages.co.uk/detail/news-photo/anti-riot-police-officers-ask-demonstrators-leave-the-news-photo/170960044">Brazil</a> and Luxembourg. There are <a href="https://www.bbc.co.uk/news/magazine-34810155">also reports of a large export of 2,000 FN303</a>’s to Libya in 2008, alongside hundreds of other weapons and over a million rounds of ammunition. The weapon has also been used by the <a href="https://www.wired.com/2008/05/paintball-gun-o/">US military in Iraq</a>.</p> <h1>Stop Arming Saudi</h1> <p>Weapons produced by FN Herstal have been used by the Saudi-led coalition in the war in Yemen. A group of researchers identified the use of <a href="https://www.brusselstimes.com/news/business/56362/proof-that-belgian-arms-sold-to-saudi-arabia-are-being-used-in-yemen/">FN F2000 automatic weapons</a>, which are produced solely in Belgium and sold through the US subsidiary.</p> <p>In February 2020 the regional government of Wallonia <a href="https://www.thedefensepost.com/2020/02/06/belgium-saudi-arabia-arms-wallonia/">blocked a number of export licenses</a> which would have permitted the export of arms to the Royal Saudi Air Force.</p> <p>In 2019, Amnesty International documented evidence of the use of the FN Minimi – a submachine gun - by a Yemeni militia called “The Giants”, who are supported by the United Arab Emirates. A week after Amnesty’s report was published it was revealed that FN Herstal would be displaying the <a href="https://www.amnesty.org/en/latest/news/2019/02/uae-arms-fair-showcases-belgian-weapon-in-use-by-yemeni-militias/">Minimi at the IDEX2019 arms fair</a>. At the time Patrick Wilken, Arms Control and Human Rights Researcher at Amnesty International, said “It’s a jarring sight to have FN Herstal hawking the Minimi in the UAE after we exposed how the The company builds a wide range of military aircraft, unmanned aerial vehicles, and missiles. In 2017, SAAB was ranked 36th in SIPRI’s 100 largest arms companies. SAAB is Sweden’s largest arms company, and the only Swedish company to make SIPRI’s top 100. In 2017 the company made $2,670,000,000 worth of arms sales, accounting for 84% of the companies sales. The vast majority of SAAB’s manufacturing occurs in Sweden, but has also announced a site in the USA for “advanced manufacturing”. The company has recently announced orders of <a href="https://saab.com/news-and-media/2015-06/saab-receives-nlaw-order-from-finnish-defence-forces/">anti-tank weapons from Finland</a>, naval radar <a href="https://saabgroup.com/media/news-press/news/2019-04/saab-receives-order-from-the-us-navy-for-sea-giraffe-amb">from the USA</a>, ammunition for the Carl-Gustaf <a href="https://saabgroup.com/media/news-press/news/2019-04/saab-receives-order-for-carl-gustaf-ammunition-to-the-australian-army">anti-tank weapon from Australia</a>, and “multispectral camouflage systems” <a href="https://saabgroup.com/media/news-press/news/2019-04/saab-receives-order-for-multispectral-camouflage-systems">from the Canadian army</a>.</p> <h1>Gripen aircraft</h1> <p>SAAB manufacturers the Gripen aircraft system, a multirole fighter and reconnaissance aircraft flown by a number of air forces including Sweden, Czech Republic, Hungary, South Africa, Thailand, and the United Kingdom (as a training aircraft), with a large number of other countries considering buying the aircraft, including a <a href="https://www.thelocal.se/20180226/swedish-arms-exports-topped-11-billion-kronor-last-year">recent sale to Brazil</a>.</p> <p>The Gripen was originally introduced in 1996, and has since gone through a number of different developments and modifications. The most recent model, the Gripen E Series, has been compared as a much <a href="https://medium.com/@skunkworksLH/facts-about-saab-gripen-e-f-why-is-gripen-e-deadliest-among-all-4-5-gen-fighter-jet-a15055b961a9">cheaper alternative to other modern aircraft</a>, such as Lockheed Martin’s F35, and is able to share tasks such as electronic jamming and firing weapons between different planes networked together.</p> <h1>Missiles</h1> <p>SAAB also manufacturers a wide range of different missiles, including anti-ship, and anti-tank missiles.</p> <p>In 2018, SAAB used their presence at the Farnborough Airshow to announce exhibit the RBS15 Gungnir MKVI, an anti-ship missile for the first time. The RBS15 has been in production since the 1980s when the MKI was introduced. The MkIII has a 200km range, is available in sea, land, and air launched versions. Different versions of the RBS15 are being used by Algeria, Croatia, Finland, Germany, Poland, Sweden, and Thailand.</p> <p>SAAB’s RBS 56B BILL 2 Anti-Tank weapon is a wire-guided (which means the missile is connected to the launch tube as it travels through the air. The original version of the missile was first developed in the 1980s, and has been used by Austria, Brazil, Latvia, Saudi Arabia, and Sweden</p> <h1>Controveries</h1> <p>SAAB was embroiled in allegations of cuorruption surrounding the modernisation of the South African military in 1999. It was alleged that SAAB paid 30 million rand ($2.1 million) in bribes, under the cover of establishing an industrial school. In 2011, SAAB admitted to having paid 24m rand (£1.3m) <a href="https://www.bbc.co.uk/news/world-africa-43668243">to secure a South African contract</a> for the Gripen fighter jets.</p> <p><a name="article-text" id="article-text"></a>The order of Gripen aircraft to Brazil sparked controversy after prosecutors in Brazil accused former president Luiz Inacio Lula da Silva and his son of having interfered in the government’s decision-making in favour of SAAB, <a href="https://www.reuters.com/article/us-brazil-politics-lula-idUSKBN13Y2PE">in exchange for $740,000</a> paid via a company called Marcondes &amp; Mautoni, which helps companies do business in Brazil.</p> <p>More recently, there have been concerns about the company selling a radar system <a href="https://www.middleeastmonitor.com/20180228-swedish-saab-radar-plant-in-uae-sparks-controversy/">to the United Arab Emirates</a>, who are a member of the Saudi-led coalition fighting the Houthi In reality however, most of WRI’s work up to that point had been in supporting conscripted soldiers – those who had to sign up without making an active choice to do so. But in the twenty years leading up to 2012, conscription had been suspended or abolished in at least twenty two states<a href="#_ftn1" title="">[1]</a>. What did this mean for those supporting draft evaders, if there was not much of the draft left?</p> <p>While that’s still a question we need to answer, in the last six years, the picture has changed: Norway has extended conscription to women; Sweden has reintroduced conscription for all; Ukraine, Georgia, Lithuania and Kuwait have reintroduced conscription for men after short hiatuses; Qatar and the United Arab Emirates have introduced conscription for the first time, and there have been rumours of its reintroduction in Croatia, where it was suspended in 2008, and indeed <a href="http://abcnews.go.com/International/wireStory/frances-macron-pledges-big-increase-defense-budget-52459467">in France</a>, where it was suspended in 1996. Conscription still exists in <a href="https://www.wri-irg.org/en/co/rtba/index.html">over 100 states</a>, and there remains a variety of responses to conscientious objectors, many of whom are still <a href="http://www.wri-irg.org/en/taxonomy/term/2">imprisoned</a>.</p> <p>This article looks at what has caused the shift back towards conscription in recent years, and what it means for pacifist movements.</p> <h2>Regional security situations changes</h2> <p>Developments in two regions – east and northern Europe and the Gulf states – have been explicitly and implicitly justified by threats from neighbouring nations, and for other state-specific reasons.</p> <h4>The Gulf States</h4> <p> <!-- THEME DEBUG --> <!-- THEME HOOK: 'entity_embed_container' --> <!-- BEGIN OUTPUT from 'modules/contrib/entity_embed/templates/entity-embed-container.html.twig' --> </p> <!-- THEME DEBUG --> <!-- THEME HOOK: 'filter_caption' --> <!-- BEGIN OUTPUT from 'core/modules/filter/templates/filter-caption.html.twig' --> <figure role="group" class="embedded-entity align-left"> <div data-embed-button="image_embed" data-entity-embed-display="image:responsive_image" data-entity-embed-display-settings="body_inline_1_3" data-entity-type="file" data-entity-uuid="94fcde40-55e1-45d0-b19e-0d7ffdbf61dc" data-langcode="en"> <img class="img-responsive" src="/sites/default/files/public_files/styles/medium/public/2017-12/uae-75399.jpg?itok=ogM6Cfop" srcset="/sites/default/files/public_files/styles/max_325x325/public/2017-12/uae-75399.jpg?itok=zgwSCxrj 1x" typeof="foaf:Image" /> </div> <figcaption>Photo: uaeinteract.com</figcaption> </figure> <!-- END OUTPUT from 'core/modules/filter/templates/filter-caption.html.twig' --> <!-- END OUTPUT from 'modules/contrib/entity_embed/templates/entity-embed-container.html.twig' --> <p>In the United Arab Emirates, conscription began in 2014. Conscription lasts for nine months for high school graduates and two years for non-graduates. Women are also encouraged to volunteer, although it is not obligatory. The army are selling the opportunity to women as a chance to develop leadership skills, build team spirit and enhance self-confidence<a href="#_ftn3" title="">[3]</a>. The UAE have also been investing in their army and navy in recent years. According to the Stockholm International Peace Research Institute, the UAE was the world's ninth-largest arms importer during the period between 2008 and 2012.</p> <p>In nearby Kuwait, military service was reintroduced in 2017<a href="#_ftn4" title="">[4]</a>, following the enforcement of the new mandatory military service law approved by the cabinet in May 2015. Compulsory military service was suspended in Kuwait in 2001, and reintroduction was debated periodically over the following years.</p> <p>Conscription was introduced in Qatar for the first time in 2014. The new national service law requires men aged 18–35 to train in the military for either two or four months. Minister of State for Defense Hamad bin Ali Al-Attiyah said that it would help make Qataris “ideal citizens”.<a href="#_ftn5" title="">[5]</a> Those who fail to sign up for military service and who do not respond to summons are not eligible for either government or NGO jobs, nor able to obtain a business licence  or to register on the job seekers list. Those who present false documents or have someone else attend a medical check-up in their place face a jail term of between one month and one year and/or a fine of up to QR20,000 ($5,500).<a href="#_ftn6" title="">[6]</a> <a href="https://www.thenational.ae/world/qatar-approves-compulsory-military-service-for-men-reports-1.594248">One Qatari official said</a> "the aim of the military service is to get young Qataris to rely on themselves". Similar rhetoric has been used the world over to promote compulsory military service.</p> <p>The introduction of conscription follows an increase in weapons purchases. In 2014 Qatar went on a ‘shopping spree’ at the Doha International Maritime Defence Exhibition (DIMDEX), purchasing new tanks, helicopters, warships, missiles and artillery worth <a href="https://dohanews.co/qatars-military-build-continues-24bn-new-arms-deals/">US$23.89 billion</a>. In fact, Kuwait, UAE and Qatar increased their arms imports between 2007–11 and 2012–16 by 175%, 63% and 245%, respectively<a href="#_ftn7" title="">[7]</a>.</p> <p>Conscription in countries neighbouring the Gulf region – Syria, Israel, Cyprus, Turkey, Egypt and Iran – has been in force for many years. Furthermore, there have been accusations of forced recruitment by Syrian government forces<a href="#_ftn8" title="">[8]</a>: one of the many reasons refugees have been fleeing the country<a href="#_ftn9" title="">[9]</a>. Conscription also exists in the <a href="https://www.wri-irg.org/en/story/2014/conscription-begins-kurdish-region-syria-evasion-elsewhere"><em>de facto</em></a><a href="https://www.wri-irg.org/en/story/2014/conscription-begins-kurdish-region-syria-evasion-elsewhere"> autonomous Kurdish region of Rojava</a>, and conscientious objection as a right has <a href="https://www.wri-irg.org/en/story/2016/co-recognised-part-kurdish-syrian-region-rojava">recently been recognised</a> in some cantons.</p> <p>All of the which have recently adopted conscription have tense relations with close neighbours (Iran, in the case of Kuwait and the UAE) and are located in a region with ongoing military tensions – including the threat posed by ISIS and ongoing conflicts in Iraq and Yemen, which have not always respected state boundaries.</p> <h4>Russia’s near-neighbours <img alt="" src="///C:\Users\toshiba\AppData\Local\Temp\msohtmlclip1\01\clip_image004.jpg" /></h4> <p> <!-- THEME DEBUG --> <!-- THEME HOOK: 'entity_embed_container' --> <!-- BEGIN OUTPUT from 'modules/contrib/entity_embed/templates/entity-embed-container.html.twig' --> </p> <!-- THEME DEBUG --> <!-- THEME HOOK: 'filter_caption' --> <!-- BEGIN OUTPUT from 'core/modules/filter/templates/filter-caption.html.twig' --> <figure role="group" class="embedded-entity align-left"> <div data-embed-button="image_embed" data-entity-embed-display="image:responsive_image" data-entity-embed-display-settings="body_inline_half" data-entity-type="file" data-entity-uuid="9959dfe6-bf36-40b1-98f1-d178bb974bd3" data-langcode="en"> <img class="img-responsive" src="/sites/default/files/public_files/styles/large/public/34706486151_926ca689b3_o.jpg?itok=bHJ4kbmu" srcset="/sites/default/files/public_files/styles/large/public/34706486151_926ca689b3_o.jpg?itok=bHJ4kbmu 1x" typeof="foaf:Image" /> </div> <figcaption>Photo: Ukrainian troops Credit: 7th Army Training Command</figcaption> </figure> <!-- END OUTPUT from 'core/modules/filter/templates/filter-caption.html.twig' --> <!-- END OUTPUT from 'modules/contrib/entity_embed/templates/entity-embed-container.html.twig' --> <p>Russian military aggression, especially following the Ukraine–Russia conflict from 2014, has been cited as a motivation for reintroducing conscription in Lithuania, Sweden and Georgia (where it was reestablished <a href="https://jamestown.org/program/georgian-authorities-reinstate-military-conscription">only eight months after it had been abolished</a>). Recently, Estonia increased its conscript numbers soon after a decision was made to make it easier for women to volunteer and to make them eligible for all military units<a href="#_ftn10" title="">[10]</a>.</p> <p>In Ukraine, conscription ended in 2013, but was reimposed in 2014. As part of the war of words between the Ukrainian and Russian governments, draft desertion figures have been contested. Soon after it was imposed unofficial sources reported that Ukrainian/Romanian border area hotels and motels have at some points been “completely filled with Ukrainian men evading conscription”, which was widely quoted in Russian state media, with Vladimir Putin voicing his support for Ukrainian draft evasion. The Ukrainian government has denied that there is a major problem with mobilisation, and accused the Russian government of inflating desertion figures and inciting people to resist the draft in a concerted propaganda campaign.<a href="#_ftn11" title="">[11]</a> Furthermore, conscripts can only be legally mobilised if they sign conscription papers; thus, many are evading the draft by living at an address other than the one they are registered at to prevent the papers reaching them. On 6 November 2017, the Ukrainian daily newspaper <em>Segodnya</em> reported two police raids on nightclubs in Kiev and Lviv in which recruitment office personnel checked the papers of young men and handed out a number of conscription notices. However, it was quickly reestablished in 2017 'in the wake of<a href="http://www.independent.co.uk/topic/Russia"> </a>Russia’s annexation of Crimea<a href="#_ftn13" title="">[13]</a>’. This follows a general shift in Swedish foreign policy. Though not a NATO member, in 2017 it hosted the Aurora military exercises<a href="#_ftn14" title="">[14]</a> – Sweden’s biggest war game in 23 years – which involved troops from many NATO countries. In 2018 there will also be a hike in military spending by the centre-left government, to the tune of 8.1 billion crowns ($1 billion) over the following three years. Defence Minister Peter Hultqvist said “[t]his [extra money] … sends an important signal to the world around us and is good for Sweden.”<a href="#_ftn15" title="">[15]</a> We do not agree. In the years between abolition and reinstatement, the army had failed to meet its recruitment targets. With the reintroduction of conscription came the inclusion of women.</p> <h2>Who can be soldiers?</h2> <p>For many years, women were only compelled to join the armed forces in Israel, Eritrea and Mozambique. However, the draft was extended to women in Sweden in 2017 and in Norway in 2013. This change was championed by women politicians and others calling for 'gender-neutral conscription', and <a href="https://www.wri-irg.org/en/story/2013/conscription-extended-women-norway">arguing that</a> they needed “a modern and diverse organisation with different people, skills and perspectives.” In Norway, only a small number of men are called up for military service, given the size of the military and the number of volunteers. The inclusion of women was opposed by some feminists<a href="#_ftn16" title="">[16]</a> who declared that suggestions that the nature of the military might be changed by the involvement of women was false, as the army would serve only to militarise women having integrating them into the prevailing male-dominated culture.</p> <p>The position of women in the military has been expanded in many militaries in recent decades; both the proportion of women in the military and the roles they can undertake have increased<a href="#_ftn17" title="">[17]</a>.</p> <p>Similar disputes concerning the roles of women in the military have occurred in other countries who have been grappling with questions surrounding parity of opportunity in the armed forces for marginalised groups. Recently in the USA, the role of trans* people in the military has been the subject of fierce debate. While some see the proposed expulsion of trans* folk merely as another form of discrimination and othering, some have argued that while <a href="http://www.aljazeera.com/news/2017/08/trump-signs-memo-banning-transgender-military-recruits-170826003421108.html">Trump’s position</a> represents an attack, the trans community <a href="https://medium.com/@NJNP/trans-liberation-not-us-militarism-selective-outrage-over-trans-military-ban-obscures-larger-6079fa051c56">should not be allowed to become</a> ‘leveraged to support U.S. militarism and imperialism’ and that it is necessary to ‘criticise policies that single out and attack trans individuals while refusing to endorse, support, or celebrate the U.S. military’.<a href="#_ftn18" title="">[18]</a></p> <p>This controversy comes only a few years after the abolition of the infamous ‘Don’t Ask, Don’t Tell’ policy which silenced LGBTQ* people in the US armed forces. Its abolition was trumpeted as a watershed moment in the history of gay rights. Others had questioned this campaign aim, saying that queers should instead be <a href="https://www.wri-irg.org/en/story/2011/opinion-queer-antimilitarist-perspective-repeal-dont-ask-dont-tell-us">demanding the abolition</a> of an institution that is ‘militarist, masculinist, and homophobic’, rather than calling for the inclusion of new groups into its fold.</p> <p>Religion has also been a grounds for exemption. Currently the ultra-Orthodox community in Israel are <a href="https://www.wri-irg.org/en/story/2017/tensions-continue-israel-after-exemption-ultra-orthodox-deemed-unconstitutional">struggling to maintain their rights</a> as a group exempt from conscription. While their opposition to military service is not based on an anti-war stance, at WRI we see it as ‘another example of the Israeli military trying to militarise yet another group in society, and make participation in the military a marker of equality and citizenship’<a href="#_ftn19" title="">[19]</a>, and therefore support, in principle, their struggle to avoid the draft. Meanwhile in Russia, a ban on Jehovah’s Witnesses (on grounds that they are ‘extremist’) has meant that young Jehovah’s Witness men are at risk. Previously, their membership of the group meant that they were readily granted permission to do alternative service. Now, military call-up offices have denied several army conscripts the option of alternative civilian service<a href="#_ftn20" title="">[20]</a>.</p> <p><strong><img alt="" src="https://lh6.googleusercontent.com/gwo0Tx8i4BRjg7DVC5oYRu--QeskZiZemCh8JzTymBaM6bq6hOnOxzFV2Ea4k39OzwCrM6s74pPB1QzHue6jS8GkihbSeXnOfcHL8O6nQbLeSW0B7C1VUzOc2FlxRFof5cyXMF0n" /></strong></p> <p>As conscription is introduced for the first time in some states, the inclusion or exclusion of marginalised groups will become a contested issue in new places and military service may gradually be seen as a prerequisite for respect, or even citizenship. This is a hurdle that has to be jumped, and a way for unequal societies to claim they are treating all groups the same – a faux ‘equality in the military’, which has been called ‘pinkwashing’ when referring to the recruitment of queer people – a process especially developed <a href="https://wagingnonviolence.org/feature/exposing-israels-pinkwashing/">in Israel</a>.</p> <h2>Right-wing spin</h2> <p>Threats of obligatory military service are still used by the right to further political agendas. In many contexts conscription is seen as a by-word for discipline; young people moulded to be ‘good citizens’, used to following orders and working hard. It is often mooted as a solution following moral panics over unemployment, hedonism and apathy in younger generations. As an activist in Thailand I met last year <a href="https://www.wri-irg.org/en/military-and-monarchy">said</a>: “[c]onscription is the way to produce obedience”.</p> <p>Recently the rumours most likely to result in a policy change have been circulated Croatia, where a coalition government was put off by the financial cost. As well as boosting military numbers, conscription was heralded as a method of bringing the country together: “I will advocate for the military conscription so that there is no more divisions between the north and the south of Croatia”<a href="#_ftn21" title="">[21]</a>, said a member of the conservative Croatian Democratic Union. As yet, movements towards the draft are stalled (follow our affiliate the <a href="https://www.cms.hr/">Centre for Peace Studies</a> for new developments).</p> <h2>What this means for us</h2> <p>As Hans Lammerant argued in his excellent article from 2013 ‘<a href="https://www.wri-irg.org/en/story/2013/end-conscription-and-transformation-war">The end of conscription and the transformation in war</a>’, remote control warfare and the end of the Cold War reduced the need for large, boots-on-the-ground style armies in Europe. These militaries were now more likely to be engaged in proxy wars and ‘humanitarian interventions’, run by ‘lean and mobile armies with well-trained soldiers’. Some European nations – especially those, such have Sweden, that have been unable to staff their new, professional armies with volunteers – are bucking this trend. Elsewhere in Europe, Finland is clinging on to conscription and continues to imprison total objectors, and an Austrian referendum in 2013 resulted in the continuation of conscription by a small margin<a href="#_ftn22" title="">[22]</a>.</p> <p>In other regions, where states have historically relied upon small, professional armies, the ambitions of some states dictate the kind of conscription (as in the Gulf) we thought was on the way out.</p> <p>While different motivations are supplied by governments for using conscript labour to fill their armies, it’s clear that – worldwide – the picture is more mixed than the one we were seeing in the first decade of this century: that of conscription being abolished gradually. It is important that as governments bring back conscription, they also introduce provisions for conscientious objectors. These provisions should be at least as robust as they were before conscription was initially abolished, but preferably more wide-reaching. Any substitute service offered by governments in lieu of military service should be in line with the reasons for the objection, of an entirely civilian nature and in the public interest, and not punitive – both in terms of the duration of the service and its nature. Moreover, because an alternative civilian service is not required by international law<a href="#_ftn23" title="">[23]</a>. Hence,  governments with conscript armies can simply choose to let conscientious objectors go, as has been the case in Norway since 2011<a href="#_ftn24" title="">[24]</a>.</p> <p>Those of us who oppose the existence of all armed forces – not just militaries that forcibly conscript people to join – will not be content with the rights of conscientious objectors being respected through the provision of a substitute to military service. It’s not just that we don’t want to be in the military ourselves – we don’t want anyone else to be, either. We need to remember the lessons learnt by those who have taken back power from governments and armies in the past, such as <a href="https://www.wri-irg.org/en/story/2013/insumision-movement-against-military-service-spain-legitimate-disobedience"><em>los insumisos</em></a><em>, </em>a movement in the 1980s and ‘90s that empowered thousands of young people in Spain to reclaim their bodies, and helped to bring conscription to an end after 230 years. Their goal was to make conscription unworkable and bring about its abolition, but also to shape post-conscription ‘defence’ policy, and to eventually abolish Spain’s military<a href="#_ftn25" title="">[25]</a>. The present is not a time for depression at this apparent regression, but a time to work together more closely and to learn from the experiences of others.</p> <p>Moreover, more conscription means more conscientious objectors. The War Resisters’ International network exist to support pacifism around the world, including conscientious objectors. Groups have been joining our network and finding international solidarity for almost 100 years, and we hope to support more CO groups that emerge from these newly-conscripted nations. We are keen to make links with dissenters in those nations that are beginning to conscript people for the first time. Militarism is perhaps most tangible in states where young people are automatically expected to join the army – preparation for war becomes a process conspicuous in every home and school – and it is these environments that often produce opposition movements.</p> <p><a href="#_ftnref1" title="">[1]</a> Including Bulgaria, Bosnia and Herzegovina, Croatia, the Czech Republic, France, Germany, Hungary, Italy, Latvia, Macedonia, Montenegro, Poland, Portugal, Romania, Serbia, Slovakia, Slovenia, Spain and Sweden, Morocco, Peru and Argentina. By August 2011, the US military had purchased more than 1,000,000 CompM2s, and they have been used in conflicts all over the world.</p> <p>At DSEI in 2011, Aimpoint presented the “FCS-12 Fire Control System”, an optic designed for machine guns, grenade launchers, <a href="https://www.youtube.com/watch?v=z2cqXdJiCIQ">and other heavy weapons</a>. The FCS-12 is a red-dot sight to help user target a weapon, equipped with a laser range finder, and a ballistic computer which stores various ballistic algorithms <a href="https://www.shephardmedia.com/news/landwarfareintl/aimpoint-unveils-new-sight-video/">for different weapons and ammunition</a>. It is in use by <a href="https://www.all4shooters.com/en/Shooting/pro-zone/Aimpoint-FCS12-Fire-Control-System/">militaries in Spain, Sweden and USA</a>.</p> <h2>Resistance</h2> <p>The company has been repeatedly targeted by campaigns and direct action, and the company has a history of claiming excessive damages against activists; in 2008 activists from Ofog (“Mischief” in Swedish) entered the grounds of the companies factory in Malmo. Though no property was damaged, the activists were <a href="http://ofog.org/about-shamepoint-in-english">charged with a fine of over €50,000</a>. voluntary basis and increased Russian military activity in the Baltics.</p> <p align="LEFT">The defence minister the Social Democrat-Green coalition government, Peter Hultqvist, said the move was in response to a deteriorating security environment in Europe. “We are in a context where Russia has annexed Crimea,” the minister told AFP. “They are doing more exercises in our immediate vicinity.”</p> <p align="LEFT">“We saw that our units could not be filled on a voluntary basis. A decision had to be taken to complement the (volunteer) system which is why we are reactivating conscription,” he added.</p> <p align="LEFT">The draft in Sweden was abolished in 2010, more than 100 years after its introduction. The police have cleared away the local population, Sami, and activists.</p> <p>My tears are of anger, sorrow, and despair, but not of hopelessness. Not in the least. The fight for Gállok and the Sami is far from over. It has only just begun.</p> <p>The Sami are Europe’s only indigenous people. A people with their own language, own culture, own history, and own democratically elected body. A people who can be said to probably have it pretty good here in the Western world. We can go to school, have the same healthcare as the rest of the population, the same judicial system, and the same citizens’ rights. But do we really have it that good?</p> <p>In school, we don’t learn about our own history and culture. We study Swedish civics over the course of many years, but knowledge of Sami and Sami civics education is minimal. It’s hard for our elderly to make themselves understood in their native language when they go to get medical care. Hospitals have no cultural knowledge of psycho-social illnesses, no understanding taught in school of our cultural practices such as reindeer herding, hunting, and fishing. It’s hard for us to just be Sami: from the state’s perspective, assimilating us has been a matter of successful policy.</p> <p>My forefathers were able to live in peace on their traditional lands, until the countries that would become the present-day Nordic countries realized that they ought to tax the Sami for living here. During this period, Sami paid taxes to three separate countries. This was the beginning of a colonization which continues to this day. The state didn’t care that the Sami paid taxes and owned land.</p> <p>If the state found something they could grab, they did. Sami land rich in natural resources has time and time again been sold to forestry companies, private individuals, and foreign companies. But views differ on what is meant by ‘resources.’ If you ask me, 'resources' are fresh land and clean water that animals and humans can live off of in perpetuity. If you ask the state, 'resources' are something that can be mined, dammed, and exploited. This is happening today at a furious rate, without the Sami being able to say anything about it. Railways, predatory animals, wind turbines, and dammed waterways run the risk of leading to our culture’s destruction. We can’t preserve a culture by living in a museum. We must be allowed to live.</p> <p>Today, the Sami Parliament has no power. When the Sami Parliament was created twenty years ago, it was intended to function as the law-giving body for matters concerning us.</p> <p><a name="_GoBack" id="_GoBack"></a> But when it concerns the continuing colonization of our land, neither the Sami Parliament nor the local people have any voice. All of this so that we can have a chance to survive, evolve, and be the people that we want to be, not just an exotic tool to fulfill the state’s PR objectives. The state has to listen to this. Can it not be that the state doesn’t want us to be here, disrupting their selling of our land?</p> <p>A mine is never just a mine. The infrastructure that is currently being planned will cut through the land, and the railways are like living meat grinders. Whole herds of reindeer can be run over, and unfortunately too many lie there gravely injured before they finally die or get help from a reindeer herder who comes upon them.</p> <p>I stand in my own land and watch as the police help foreign prospecting companies use force to destroy our land. Land converted to mines can never go back to what it once was, and the residual product remains forever, continuing to leech its poisons. The water and land that we all rely upon to live will no longer be left. I'm sorry to tell you all that this is happening all over the world. Indigenous people struggle to survive and to protect their lives and the nature. For example  my sisters in North America are trying to protect their land and water against a pipeline. Police and military are using violence to stop peaceful demonstrations - right now in Standing Rock. <h4>Burghfield Lockdown: 25 European Activists Questioned under Schedule 7 Terrorism Act 2000 in Calais</h4> <p>25 international peace activists from Finland, Sweden, and Belgium travelling on a coach from Finland to Burghfield in Berkshire to take part in the Burghfield Lockdown blockade planned for Monday 2 March were stopped and searched under Schedule 7 Terrorism Act by British anti-terror police in Calais on 28 February 2015. The pacifists from groups including the <em>Union of Conscientious Objectors Finland</em> (AKL), <em>ofog</em> in Sweden and <em>Agir pour la Paix</em> in Belgium are part of a group of more than 40 European activist who will take part in the blockade of AWE Burghfield on Monday 2 March 2015, to build up pressure against the renewal of Britain’s Trident nuclear weapon system [1].</p> <p>“<em>On arrival at the Calais Eurotunnel Terminal ou</em><em>r</em><em> coach was first searched by customs. When they found banners, pamphlets and lock-on </em><em>equipment</em><em>, the coach driver, a fellow activist and myself were question</em><em>ed</em><em> by British anti-terrorism police, who explicitly stated that this was happening under Schedule 7 of the Terrorism Act 2000, and handed us the re</em><em>levant</em><em> police leaflet. When we asked them why, they responded that the police suspected us </em><em>of planning </em><em>to take part in the action at Burghfield on Monday. Does this mean that nonviolently protesting against nuclear weapons in the UK is now considered an act of terrorism?</em>”, asks Ruka Toivonen from the Union of Conscientious Objectors in Finland, one of the organisers of the coach.</p> <p>Schedule 7 of the Terrorism Act 2000, according to the police leaflet, “<em>is used by Police officers to determine whether a person appears to be (or has been) concerned in terrorism</em>”, explains Andreas Speck from the Spanish contingent of Alternativa Antimilitarista.MOC. “<em>It is the same legislation that was used to detain David Miranda, the partner of then Guardian journalist Glenn Greenwald who published the Edward Snowden revelations of widespread NSA and GCSQ data snooping, at Heathrow in August 2013. </em><em>It is the same legislation that has been used twice to question me about my activism on re-entering the UK. Did any of this have anything to do with terrorism?</em>”, he adds. According to the Network for Police Monitoring, “<em>there is … abundant evidence that the police are using terrorism powers to stop and question activists on their political activities when they pass through UK ports.</em>” [2]</p> <p>“<em>We are here to nonviolently protest against the renewal of UK nuclear weapons which would – if used – cause death and suffering on a scale beyond what any act of terrorism could achieve. <p><em>Cattis Laska and Hanns Molander</em></p> <p>Militarism is not just a war, an army or a fighter jet. Militarism is a system, a logic and a set of norms that perpetuates and recreates our societies and our daily lives. Queer analysis of power is a political tool that can help us to challenge these norms, and thus, to also challenge militarism. </p> <p>The militarist ideology is deeply rooted in the heterosexist system, which forms social norms for gender/sex and sexuality. Militarism, just as society in general, is based on the construction and assumption of two opposite genders; one in need of protection (feminine) and one that protects (masculine), and their mutual interdependence and attraction. Militarism defines masculinity as powerful and aggressive, and femininity as humble and passive, and thus reproduces the construction of gender/sex. Heterosexism also includes the presumption that most people are heterosexual and that heterosexual relationships are ‘normal’ and therefore better. These assumptions and prejudices about gender/sex and sexuality have been used, and are used, to marginalise, discriminate and criminalise LGBT (Lesbian, Gay, Bisexual, and Transgender) people who challenge the legitimacy of these norms. To really challenge militarism, we need to challenge gender and sexuality norms, both in society as a whole and within our own movements. And as well as directly challenging the militarist ideology imposed on us, we also need to work on ways to create a truly peaceful and secure world.</p> <p>This article explores some examples of antimilitarist work that the direct action for peace network Ofog have been doing in Sweden. Counter-recruitment is often the focus of this work.</p> <p><strong>Workshop for high school classes</strong></p> <p>Since the military's primary target group for recruitment is 15-25 year olds, high school students are a crucial group for Ofog to work with. We have put together a workshop to discuss war and militarism, mainly directed at high scool classes, but also other groups targeted by military recruitment. Of course, one of the goals of this workshop <em>is to counter</em> recruitment, but it also raises critical awareness about war and militarism in general. From doing these workshops, it has been very clear to us that young people have few ways of getting the information they need in order to make an informed choice on whether to join the military or not, even just in terms what to think of the military and to know what they're really doing. We want to create space for young people to discuss what peace and security mean to them, what they need in order to feel secure, and what their thoughts are on the military. </p> <p><strong>Actions against the Swedish Armed Forces recruitment campaign 'Have you got what it takes?'</strong></p> <p>The first recruitment campaign after compulsory military service was abolished used slogans like 'Your grandmother doesn't care if Sweden's air space is violated' and 'Your friend doesn't care if there's a natural disaster', followed by 'Do you have what it takes to have an opinion?'. In this campaign, those presented as not having opinions – as not caring - were never male: they were either female or gender-neutral. And thus 'to have what it takes' was to be male and to challenge these people, as well as to have a macho attitude, to be able to fit into a hierarchy, to have enough physical strength, and to be ready to use violence. Ofog's response to this campaign was to question the truth of the statements, giving the people 'without opinions' another voice that was not passive but active, saying 'We've got what it takes'. By creating a (false) public image of a 'modern' and 'open' military, they seek to create acceptance for militarism and military 'solutions'. It is very important to organise against this 'pinkwashing' by the military - to refuse to be used to legitimise death and destruction. Together we must show that only an antimilitarist world is a really secure world for LGBTQ people and others. </p> <p>The Swedish Armed Forces participated in the Stockholm Pride Festival in 2011 with the slogan 'Openness - part of our reality'. This was part of their recruiting campaign 'Welcome to our reality', where they promoted themselves as a challenging, exciting and open workplace. At their tent in the 'Pride Park', Ofog did a die-in with a banner saying 'Your reality kills'. With this we wanted to show what their reality really is: war and death. We also blocked their tent for a few hours, preventing them from recruiting. In the Pride parade, which concludes the Pride festival, the organisation for LGBT soldiers marched in military uniforms by a big truck with the slogan 'Openness - part of our reality'. The banner says 'Your reality kills' (credit - Ofog)</figcaption> </figure> <!-- END OUTPUT from 'core/modules/filter/templates/filter-caption.html.twig' --><!-- END OUTPUT from 'modules/contrib/entity_embed/templates/entity-embed-container.html.twig' --><p> <strong>Summer course: 'The militarisation of our lives and societies - feminism as resistance'</strong></p> <p>Last summer we organised a four-week summer course on the topics of feminism and antimilitarism: how to use feminism as an analytical tool for understanding war and militarism, and how to use feminism as a practical tool or method to stop war. In order to counter militarism and militarisation, we need to understand the connections between patriarchy, gender, war, and militarism. Since much of Ofog's work is focused on direct action, we recognise that we also need space and time for reflection and discussion on what security means to us, and how we can realise it. </p> <p>It was therefore also important for us to bring 'recruitment by and resistantance by queers' as a theme to the June 2012 Darmstadt conference on the 'Militarisation of youth'. As well as the need for feminist and queer activists need to see the struggle against militarism as a central part of their struggles and movements, antimilitarist activists need to include a queer analysis in their work against war. Besides the many reasons mentioned above, queer youth are especially vulnerable as a target group for military recruitment because of the discrimination and oppression that exclude them or see them kicked out of their schools, homes and workplaces. Those doing counter recruitment work need to be familiar with queer perspectives and issues, and to be sensitive to these. </p> <p>Because 'queer and antimilitarism' was a new theme to many people who took part in the workshop that we facilitated at Darmstadt, much of the time was spent on explanations, resulting in limited discussion. This demonstrates the need for us to work on this issue, and establish it as a central part of counter recruitment work specifically, as well as of antimilitarism in general. </p> <p>We need to discuss what we consider to be part of the antimilitarist struggle, how issues considered 'other' (including heterosexism, but also, for example, racism or ableism) can be raised within the antimilitarist movement, and how we can integrate them. We need to respond to the military's appropriation of words and struggles that should be incompatible with it because they are based on human rights (which the military fundamentally contravene). And we need to devise ways of reaching out to members of these groups in risk of being recruited. </p> <p>The struggles against oppressive structures based on gender/sex and sexuality are essential in the struggle against militarisation. Consequently, we need to continue to work against heterosexism, transphobia and patriarchy, in our own movements and in the rest of the society.
