Here, he summarises the main tendencies of the Latin American conscientious objection movement, and details how his own nonviolent anarchist position fits into this picture.</em></p> <p>During the eighties, many Latin American countries were living under military dictatorships or suffering the consequences of civil war. These were also the days of the Cold War, during which the US considered Latin America one of its 'zones of influence': almost like a back garden. The traumatic and progressive democratisation process meant that broad swathes of the continent's youth developed an antimilitarist sentiment, which began to take on an organised and political dimension. As an adolescent at the beginning of the nineties in Barquisimeto, a town 5 hours away from the Venezuelan capital of Caracas, my peers and I had to hide ourselves twice a year for fifteen days, to avoid compulsory military service. Otherwise they would seize us on the streets and, without wasting words, force us into a truck, with others just as terrified, and from there take us to the barracks. For many of us, these forced recruitment raids or 'press gangs' were the starting point for our rejection of authority and of the military uniform.<span style="font-family: Arial,sans-serif;"><span style="font-size: small;"><span style="background: transparent;"></span></span></span></p> <!--break--><p></p> <p align="JUSTIFY" style="text-align: left;">It was a religious initiative, SERPAJ (the Peace and Justice Service), founded in 1974 in Colombia, which was responsible in many Latin American countries for promoting values such as active nonviolence, a culture of peace, and the idea of conscientious objection as a right which ought to and could be demanded of the authorities. Many of the initiative's offices, for example those in Ecuador, Colombia, Chile and Argentina, were the driving force behind the establishment of local conscientious objection movements, but it was in Paraguay that the initiative made the most significant advances: in 1992, the members of this branch managed to ensure that the Paraguayan constitution should formally recognise conscientious objection in one of its articles. The network's different groups enhanced the subject matter with which it dealt to cover a broader critique of militarism, such that with time, the network became the Latin American Coordination of Conscientious Objection, which existed until 2004. There are several reasons for its decline thereafter. The first is that many countries, across the continent, banned forced military recruitment raids or 'press gangs', which were the primary target against which activists had mobilised. They also allowed for conscientious objection in various laws. The autonomy the network wanted to maintain from NGOs also left it with few economic resources for carrying out campaigns and organising meetings. Since 2005, War Resisters' International (WRI) has attempted, with relative success, to promote an antimilitarist network in Latin America, calling for meetings, joint declarations, and trainings for nonviolent direct action.</p> <p align="JUSTIFY" style="text-align: left;">Three main tendencies developed within the Latin American conscientious objection movement: the religious tendency, the anti-imperialist tendency, and the anarchist tendency. SERPAJ and various NGOs represent the first, which forms part of a plethora of initiatives which fall under the rubric of 'liberation theology' and in which the objection is based on the commandment 'thou shalt not kill'. The anti-imperialist tendency was formed of broadly Marxist groups, which refused compulsory military service for tactical reasons, but supported the notion of a 'popular army' as much as they supported the national liberation struggles of the guerrillas. These groups were particularly active in denouncing the presence of North American military bases and the North American military school which trained a majority of Latin American top military brass (the higher ranks of Latin American militaries). The third tendency, with fewer adherents but an integral analysis of militarism and its consequences, were the anarchists, who rejected the proposition of an alternative civilian service to the state, but who were prepared to enter local coalitions which confronted concrete manifestations of militarism in every day life. Among the anarchists were to be found the punks, whose bands and fanzines helped disseminate the movement. Women were a minority in all three tendencies, and feminist critiques of the military received little attention. One shortcoming was that, despite the 'opportunity' represented by the separation of mothers from their sons due to compulsory military service, few women took part in the initiatives in their capacity as mothers and grandmothers.</p> <p align="JUSTIFY" style="text-align: left;">The debates between anarchists and anti-imperialists, according to context, were tense within the conscientious objection movement. One bone of contention was the Cuban government. Another was support – or rather, the impediment of criticism, which is also a form of support – for guerrillas such as the Armed Revolutionary Forces of Colombia, Shining Path, and the Sandinist National Liberation Front, as well as the relationship with leftist political parties. In 1994, the emergence of the Zapatistas' National Liberation Army in Mexico brought the debate about the nonviolence/ armed struggle dichotomy to the fore. The anarchists rejected the notion that 'bad' militarism only emanated from the Unites States, in contradistinction to a potentially 'good' militarism of the left. Rather, they affirmed that the army, by its very nature, was a synthesis of negative values which they rejected: obedience to authority, hierarchy, xenophobia, machismo, homophobia, the valorisation of force, etc. It was for this reason that when a militarist 'of the left', Hugo Chavez, took the presidency of Venezuela in 1999 and became a point of reference for Latin American anti-imperialism, communication between anti-imperialists and anarchists became fraught. However, a faction of anarchism in Latin America today questions the peace culture of the conscientious objection movement and advocates 'spontaneous violence' and the 'social warfare' of so called 'insurrectionalism'.</p> <p>In Latin America, antimilitarism as an identity has never had its own development, separate from the three tendencies described above. Participating in a political meeting and describing yourself as an 'antimilitarist' can lead to one of two things: you will either be looked at like an alien from another planet, or you will be met with the prejudice that being a pacifist surely means not believing in anything, not wanting to get your hands dirty or having to deal with 'problems'. It has never been easy to promote antimilitarism in a continent where the model activist for social change is the patriarchal figure of 'Che' Guevara. After the abolition of compulsory military service in many countries, many thought that antimilitarism had already achieved its objectives, however the integral critique of what the military field--item"><p>It is not news to say that extractivism in Latin America has been imposing an increasingly deeper model of extraction and export. The competition to be a destination of mining, oil-reserves, forestry or fishing investment is a characteristic of the majority of the countries in the region.</p> <p>However, extractavism is receiving increasing criticism from broad sections of society including academia and social movements.</p> <p>One of the most important criticisms says that extractavism not only fails to relieve poverty and dependency, but it actually perpetuates these conditions. This has come to be known as “the curse of abundance”<sup><a href="#sdfootnote1sym" name="sdfootnote1anc" id="sdfootnote1anc"><sup>1</sup></a></sup>.</p> <p>This curse has nothing to do with “living seated on a bag full of gold” and remaining poor<sup><a href="#sdfootnote2sym" name="sdfootnote2anc" id="sdfootnote2anc"><sup>2</sup></a></sup>. That which reigns in the economic programs of the Latin American governments is the deepening of extractavism, to achieve more growth or to pay social debts by means of various types of bonuses. This bonusocracy (a term used to describe countries which grant bonuses to the most vulnerable sections of society) has become a way of perpetually sustaining progressive sectors in governments. By capt</p> <p>During the majority vote in this way, they have said goodbye to using ideological support in order to gain executive power.  It has even, on occasion, generated conflict with the social movements, as is the case of the Government of Correa in Ecuador, who they initially brought to power.</p> <p>This curse of abundance has transformed into the curse of extractavism. The imposition of mining projects for example, has resulted in an increasing conflicts with local communities. So much so, that today in Latin America no new mining projects have been developed without socio-environmental conflicts and community resistance.</p> <p lang="es-CL" xml:lang="es-CL">It is said that the mining sector faces three principle conditions: The difficulty in finding new reservoirs, the increase in the costs of production and the growing lack of social licence and increasing community rejection<sup><a href="#sdfootnote3sym" name="sdfootnote3anc" id="sdfootnote3anc"><sup>3</sup></a></sup>.</p> <p>The first two conditions have technical solutions. The third has been addressed with different approaches, all of which have been unsuccessful to date. The initial attempt was Social Corporate Responsibility (SCR) through the creation of foundations and hand-outs to the local communities, conveniently abandoned by the States. Then came the politics of “good neighbour”, accompanied by co-option, corruption, division and social decomposition. The failure of these strategies finally brought business and governments to impose projects in the face of social opposition through the criminalisation of protest.</p> <p>The allegations of the anti-mining leadership are in the news constantly, with or without foundation, as was the case of Javier Ramirez, anti-mining leader of the Intag community, in the north of Quito in Ecuador. After he was captured unjustly, the community became militarised, using weapons to instil fear. Even though it is certain, as in many cases, that neutralising the community rejections to mining will not be achieved, they achieve self-censorship and fear of openly expressing one’s opinions on the development.</p> <p>But militarisation is not only part of the politics of progressive governments but also countries that have transformed themselves into mining models as in the case of Chile. Here, a police contingent has virtually held the Caiman community kidnapped, in the east of the port of Los Vilos. It had mobilised and taken the access roads to the Pelambred de Antofagasta Minerals mining installations, for nothing but to demand a judicial decision that determined the restitution of the waters intervened by the mining for the construction and operation of a tailings dam. In the last period of conflict, the town of Caimanes had remained mobilized for more than three months demanding that the highest court be granted to them and that the business refuses to give compensation.</p> <p>The police force has militarised the zone, dispatching Special Forces to prevent the community, through social pressure, from obtaining their consecrated right for the judicial decision of last resort.</p> <p>Sadly famous is also the case of Maxima Acuna in the locality of Celendin, Cajamarca, Peru. Here, the Yanacocha mine, known worldwide for its trampling of human rights and the use of force with its group of private guards “Forza”, has managed to circumvent judicial decisions that have been granted in repeated opportunities to the family of Maxima in respect of the ownership of their lands.</p> <p>Despite the fact that Yanacocha recognised this family’s rights over reclaimed land, in order to develop its Conga Project, the harassment and atrocities continue as if the voice of justice was carried away by the wind.</p> <p>Maxima was criminalised by the prosecutors, a request of Yanacocha (property of the Newmont Mining Corporation business, the Peruvian national group Cia. National Buenaventura and International Finance Corporation IFC), and condemned in the first instance to prison and payment of an indemnity to the mine. Then at appeal he was absolved of all charges, recognising the rights over his lands. Apparently in Peru, this is not sufficient, and it has become a tendency that criminalisation is one of the last resorts utilised once other strategies of dissuasion and convincing have failed.</p> <p>In the cases mentioned and many others, criminalisation through juditialisation has been a well-used practice in countries like Peru and Ecuador. In Peru, the majority of the cases of criminalisation are dropped at the higher level, which denotes a complexity between governments, business and some local judges, in cases that don’t stand up legally.</p> <p>In Ecuador on the contrary, the political dependency and the fear instilled in justice on the part of the central government has managed to incarcerate leaders unjustly and zones are militarised in order to impose extraction projects. The lack of dependency on justice in Ecuador has achieved a high level of self-censorship and the increase of the risks of opposing extractavism generates a great deal of uncertainty and fear in the population.</p> <p>In Bolivia, for its part, there have also existed episodes of criminalisation. Especially in the case of Cancio Rojas, leader of the Mallku Qota community that opposes a mining Project in Potosi, who was unjustly incarcerated. But perhaps the most serious has been the strategy of division by force of one of the icons of the indigenous movement of the Bolivian Altiplano. We are referring to the Conamaq. Through the medium of violence, and the use of the armed police force, the government decided to collapse the organisation, permitting the assault at its headquarters and the aggression toward its leaders.</p> <p>The motive of these arbitrary and antidemocratic measures was the non-acceptance of the extractavist model of the government of Morales since the communities affected reclaimed the loss of rights against the mining projects. The fact that a president of indigenous origin uses state violence in order to suppress the indigenous movement and its demands, attracts attention.</p> <p>We are not talking about countries where legacies of dictatorial regimes are those that criminalise and suppress the population with the use of the armed police force as has been the case in Guatemala and Honduras. We speak of alternative governments, brought to the control of the executive with the unconditional support of social and indigenous movements, and where without them they would not have had the opportunity to govern.</p> <p>It shows us that extractavism has installed itself in Latin America as an act of faith in Latin American leadership. And as in other eras, it imposes blood and fire, costing sometimes life, freedom and the democracy of our villages. Nonetheless, this has not diminished the resistance that manifests itself increasingly greatly in the defence and the recuperation of essential rights for the support of political projects of justice lang="en-GB" xml:lang="en-GB" xml:lang="en-GB"><span><span>In Ecuador, antimilitarist and environmental activists are currently working together in a way that allows us to imagine a <em>post-extraction</em> society. Since the 1970s, the country has been heavily dependent on petroleum extraction in order to finance its budget and achieve sought-after 'development', as defined by the Western world view.</span></span></p> <p lang="en-GB" xml:lang="en-GB" xml:lang="en-GB"><span><span>This has led to Ecuador depending on petroleum for almost 35% of its income. (El Telégrafo, 2012) This model based on extraction has not taken into consideration the environmental and social costs in some areas of the country, displacing and contaminating indigenous and rural communities in the areas where petroleum is extracted. </span></span></p> <p lang="en-GB" xml:lang="en-GB" xml:lang="en-GB"><span><span>In response, a group of community and youth organisations decided to campaign against petroleum extraction in Yasuní National Park, where there is an attempt to implement a petroleum exploration and extraction project which would impact one of the areas of greatest biodiversity on the planet, where there are even peoples who live in voluntary isolation, such as the Tagaeri and the Taromenani. </span></span></p> <p lang="en-GB" xml:lang="en-GB" xml:lang="en-GB"><span><span>The growing militarisation of the Yasuní region by the Ecuatorian government has led to there being access restrictions in area where they are trying to drill for oil. Once again the armed forces play the role of 'protecting' the state and its natural resources while also impeding people's movements and blocking any monitoring of what is happening in the area.</span></span></p> <p lang="en-GB" xml:lang="en-GB" xml:lang="en-GB"><span><span>The company in charge of the oil drilling, which has already started exploratory studies, would be Petroamazonas, an Ecuadorian state company which would work in association with Chinese companies interested in Yasuní oil, as China is currently eager for natural resources such as petroleum.</span></span></p> <p lang="en-GB" xml:lang="en-GB" xml:lang="en-GB"><span><span>This whole situation was an incentive for the creation of the Yasunidos movement, which works against petroleum exploitation in the Yasuní and in favour of a <em>post-petroleum</em> society. </span></span></p> <p lang="en-GB" xml:lang="en-GB" xml:lang="en-GB"><span><span>One of our main activities over the past few months has been a proposal for a popular referendum carried out by citizens so that people can express whether they are for or against petroleum exploration in the area.</span></span></p> <p lang="en-GB" xml:lang="en-GB" xml:lang="en-GB"><span><span>The path through this process was very difficult because we had to collect 560,000 signatures, which is approximately 5% of the country's electoral register. We went about this work by organising everyone who was interested in the defence of the national park at a national level. After many months of effort and citizen participation, we were able to collect about 750,000 signatures, which really motivated us to believe in the process of participation and think that people would finally have a chance to voice their opinions.</span></span></p> <p lang="en-GB" xml:lang="en-GB" xml:lang="en-GB"><span><span>However, the state institution in charge of verifying the signatures and organising the consultation invalidated many of our signatures on technicalities, saying the size of the piece of paper was too small, that the signatures were outside the box where they were supposed to go, that people's names were not complete, etc. That is to say that people in Ecuador were prevented from giving their opinions regarding something that is very important and worrying such as the possible exploitation of the Yasuní national park . </span></span></p> <p lang="en-GB" xml:lang="en-GB" xml:lang="en-GB"><span><span>The whole process included constant obstruction and intimidation of everyone involved in the Yasunidos collective, with intimidation ranging from being followed by government intelligence agents, to the circulation of fake signature collection forms, to impeding public actions we carry out for the Yasuní. </span></span></p> <p lang="en-GB" xml:lang="en-GB" xml:lang="en-GB"><span><span>This makes us think that new forms of militarisation in Latin America are intended to secure the extraction of natural resources using the military apparatus to displace, intimidate and prohibit the entry of citizens who are worried about the environment in our countries. This is expressed in the case of the Yasuní, for example, in the way that many citizen protests have been suppressed, while areas near the national park are surrounded by soldiers and the military dominates and controls the zone around the national park. This increases Ecuador's military budget under the pretext of protecting natural resources and national security, amongst other factors. Having no more enemies, we have become the direct citizens of our countries, who in the state's view are opposed to development. </span></span></p> <p lang="en-GB" xml:lang="en-GB" xml:lang="en-GB"><span><span>One example of government repression happened on 15 August 2013, when a peaceful march in Quito was violently suppressed using disproportionate police force. Rubber bullets were used, causing serious clashes that showed just how little interest the state has in guaranteeing the right to protest and opening a dialogue about the Yasuní. </span></span></p> <p lang="en-GB" xml:lang="en-GB" xml:lang="en-GB"><span><span>In Yasunidos we have learned to work in conjunction with a series of collectives which represent the diversity that we promote, including groups of women, anti-militarists, environmentalists, animal rights activists, students and neighbourhood organisations, amongst others. </span></span></p> <p lang="en-GB" xml:lang="en-GB" xml:lang="en-GB"><span><span>We believe that in the current context it is increasingly necessary to work in coordination with various collectives, in order to denounce and resist the militarisation and environmental destruction that is occurring on a global scale.</span></span></p> <p lang="en-GB" xml:lang="en-GB" xml:lang="en-GB"><span><span>Right now we continue working, promoting and carrying out actions rooted in nonviolence including pickets, observation trips to the area, international support campaigns, marches through the Yasuní, information in educational institutions and spaces. These allow us to see and speak out about the effects that petroleum extraction will have in areas like the Yasuní. is an independent, democratic, pacifist, nonpartisan, inclusive and diverse movement in Ecuador. It seeks to protect Life, the Amazon and the Peoples in Voluntary Isolation through effective enforcement of the Constitution of Ecuador, as well as through a transition towards a post-extractivism socio-economic model that will lead the country towards equity and towards the <em>Sumak Kawsay</em> (Good Life).</p> <h3><span>What is Yasuní?</span></h3> <ul> <li> <p>Yasuní is a National Park in the Amazon region, in the provinces of Pastaza and Orellana in Ecuador</p> </li> <li> <p>It covers an area of 982,000 hectares</p> </li> <li> <p>It was declared National Park in 1979</p> </li> <li> <p>An even larger area of the park was declared a Biosphere Reserve by the UNESCO in 1989 due to its natural and cultural wealth</p> </li> <li> <p>Yasuní was a wildlife refuge at the end of the Ice Age.</p> </li> </ul> <h3><span>What does Yasuní represent?</span></h3> <ul> <li> <p>It is the symbol of the Good Life.</p> </li> <li> <p>It is the resistance emblem of environmental struggles in Ecuador</p> </li> <li> <p>It represents the transition towards a socioeconomic model that is friendly towards nature and all animals, including humans</p> </li> <li> <p>It seems like utopia next to other lifestyles</p> </li> <li> <p>It is a global banner to fight climate change and to keep fossil fuels in the ground</p> </li> <li> <p>It is the confirmation of nature’s rights that Ecuador, as a country, have recognised</p> </li> </ul> <h3><span>Who lives in Yasuní?</span></h3> <p>The Waorani, the Kichwas, the Shuar, settlers and mestizos coexist in this area. The Tagaeri and the Taromenane, known as Isolated Indigenous People, also live in the Yasuní, and are known for not having any contact with anyone else. Their existence there is safeguarded by various constitutional, international and legal tools<span><span><em>.</em></span></span></p> <p><span><span>The territory of peoples living in voluntary isolation is known as the “Intangible Zone” and covers an area of 700,000 hectares. It was marked off in 1999 in order to protect the life of these peoples from the catastrophic extractive activities.</span></span></p> <h3><span><span><span>What will happen if the oil exploitation of Yasuní is increased?</span></span></span></h3> <ul> <li> <p><span><span>We will emphasise our reliance on world capitalism, being mere exporters of raw materials</span></span></p> </li> <li> <p><span><span>We will be denying our multiculturalism, and any possibility of rethinking our society based on world views different to the western world view</span></span></p> </li> <li> <p><span><span>We will be violating the Isolated Peoples and nature’s rights as well as our own Plan for the Good Life</span></span></p> </li> <li> <p><span><span>We will expose our society to irreversible damage from anthropogenic climate change</span></span></p> </li> <li> <p><span><span>We will further delay the necessary transition towards a post-oil country</span></span></p> </li> <li> <p><span><span>We shall lose the biological knowledge yet to be discovered of our rainforest; an example of this is the discovery of at least 441 new animal and plant species in the entire Amazon basin following a research of only 4 years.</span></span><span><span><span></span></span></span></p> </li> </ul> <h3><span><span><span></span></span></span><span><span><span>Should the extraction be stopped if there is any sort of contact with Isolated Indigenous Peoples?</span></span></span></h3> <p><span><span>In March 2008, the Ministries of Heritage, Mines and the Environment agreed a Code of Conduct for oil companies which argues that all oil activities must be stopped at the first sign of the presence of Isolated Indigenous Peoples. This Code was also endorsed by Chinese oil companies a few years ago, at their own initiative. Finally, the Assembly dictated the same guidelines for the exploitation of Blocks 31 and 43 (ITT [Ishpingo, Tambococha and Tiputini]). However:</span></span></p> <ul> <li> <p><span><span><span><span>In March 2008 there was a tragic contact with illegal timber merchants in Block 14 and </span></span><span><span><strong>the activities did not cease</strong></span></span></span></span></p> </li> <li> <p><span><span><span><span>In August 2009 there was evidence of another attack on a family in Block 17. As a preliminary measure, the Ministry for the Environment requested from the Ministry of Mines and Oil, through document no. MAE-D-2009-0429, the cessation of the oil activities in the area where the attack had occurred. This request was never answered and </span></span><span><span><strong>the activities did not cease</strong></span></span></span></span></p> </li> <li> <p><span><span><span><span>In March 2013 there was another unfortunate contact in Block 16 and yet </span></span><span><span><strong>the activities did not stop.</strong></span></span></span></span></p> </li> </ul> <h3><span><span><span>What economic benefits will we obtain from the exploitation of the ITT Block?</span></span></span></h3> <ul> <li> <p><span><span>The latest information reveals that Ecuador will not receive 18 billion dollars for the ITT oil, but instead it will only receive, at best, around 14 billion dollars; this value will be even lower if the Assembly’s recommendations are followed and the Ishpingo well, which is located inside the Intangible Zone, is not exploited</span></span></p> </li> </ul> <ul> <li> <p><span><span>The 18 billion dollars originally offered, divided into 13 years of exploitation, equal the annual budget of the Ministry of Defence</span></span></p> </li> </ul> <ul> <li> <h3><span><span>Oil exploitation in Ecuador has been taking place since 1972, and in these over 40 years little or nothing positive has been obtained from the oil extraction activities.</span></span></h3> </li> </ul> <h3><span><span><span>What other economic activities can replace the oil extraction?</span></span></span></h3> <p><span><span>The right to education, health and housing are guaranteed Human Rights that must not be subjugated by the extraction of natural resources. Exploiting the Yasuní has not been and will not be the solution for our country; there are other ways in which we can improve our quality of life:</span></span></p> <ul> <li> <p><span><span>Increasing tax by 1.5% for the largest 10 economic groups in the country would mean a profit of $20.6 billion over 25 years. That is, $2.3 billion more than what would be obtained from the exploitation of the ITT Block.</span></span></p> </li> <li> <p><span><span>Nationalise the mobile phone business</span></span></p> </li> <li> <p><span><span>Focus subsidies</span></span></p> </li> <li> <p><span><span>Invest in local community tourism</span></span></p> </li> <li> <p><span><span>Implement renewable energies</span></span></p> </li> <li> <p><span><span>Develop bio-knowledge</span></span></p> </li> </ul> <h3><span><span><span>Organising against Yasuní ITT</span></span></span></h3> <p><span><span>YASunidos is the main organisation behind the mobilisations against Yasuní ITT. At the moment the main goal is to collect 600,000 signatures, which gives the right for the state to organise a national referendum on whether or not to extract oil in Yasuní ITT. At the time of writing, YASunidos has collected more than 500,000 signatures and it is expected they will reach the 600,000. us have seen or heard about the events on 30 September in Ecuador, a day where, quite simply, the world was turned on its head. Police officers burning tyres and throwing stones, taking over the hospital where the President had been allegedly “sequestered”.</p> <p>What happened that day?</p> <p>On the morning of September 30th, police officers and a few members of the military declared themselves on strike. They claim this was a response to a law approved by the National Assembly which cut a number of their social benefits and service awards usually received after a number of years in the force.</p> <p>At this stage of the morning, the President decided to head over to the central police headquarters, in an attempt to bring calm and find a way out of the police and military protests. Once there, however, his words were received by protesters as a dressing down and further provocation, rather than a negotiation. At its height, the address took on melodramatic overtones, with the President pulling off his tie, ripping open his shirt and saying “If you intend to kill the president: do it. I am right here.” </p> <p>The speech and its melodrama did little to appease the heated mood, adding rather, to the frustration among the police pickets. Soon, tear-gas bombs were shot into the building, which forced the president to take cover in the nearby police hospital.</p> <p>From that moment on, the government’s rhetoric changed completely. Attempts to reach a consensus with the police force were dropped and the tone became openly confrontational. Immediately, uninterrupted governmental coverage of the situation was established in all media. Through this channel, the message that the President had been sequestered at the police hospital was repeated time and again. Furthermore, the broadcast openly called people to defend the “Citizens’ Revolution” by making their way to the hospital. Evidently, this brought about clashes between unarmed citizens and armed police forces who proceeded to attack the population.</p> <p>That night, the government went on to organize a spectacular “rescue mission” to free the president from the police hospital. It did not matter, apparently, that inside there were newborn children and vulnerable elderly people: both sides – police and military forces – simply proceeded to open fire, until the President had been removed from the hospital, and approximately five people were killed. </p> <p>Now, what lies behind these events? In my view, what happened was another example of the continuous growth of militarization and the control exerted by the Armed Forces over our countries. After all, those who ultimately decided to support the President and bring the conflict to an end were the military forces. As a result, only a few days later, a significant increase in salaries throughout military personnel was instated, placing them among the State employees with highest income and benefits in Ecuador. After September 30th, the lowest individual income for members of the military forces in Ecuador is US$780, in stark contrast with the average teacher, who earns roughly US$450.</p> <p>The extent of the governments militarized apparatus was also evidenced, at least for the case of Ecuador. The array of repressive resources available to the police were also widely displayed during the day’s events. For example, it seems that more tear-gas bombs were fired in a single day than in the entirety of the year across the country. Furthermore, “security” forces’ weapons were used to attack the population at large: a warning, no doubt, as to the dangers of having armed groups financed by our own taxes.</p> <p>Following these events, the country is left with mixed feelings: people have lost trust in the police forces, but have paradoxically gained confidence in the military, who now top the charts of credibility among national institution, according to polls.</p> <p>Seizing this fair wind, the government has begun a “which hunt” of sorts, targeting not only police officers, but also a series of members of civil society. A number of people have been accused of masterminding September 30th, and the president has even announced an investigation into NGOs and activist groups considered suspects in the day’s events.</p> <p>In other words, this violent episode became an opportunity for consolidating a State with a larger repressive apparatus, and greater control over the population. Even now, laws are being passed which allow telephone tapping and inquiries into the finances of uninformed individuals. In the light of this new state of affairs, a reflection is called for: the fateful events of a single day such as this, can be feed the rise of a more militarized and controlled society, as we have seen for the USA after September 11th.</p> <p>It seems that contemporary governments are attempting to exact gains from calamitous days such as these, to be able to consolidate more vertical power structures, effecting greater control over society at large. It becomes necessary, therefore, for those of us involved in peace movements and anti-militarism, to take this into account, so as to generate strategies in our causes, and effectively block the advances of militarism in our countries and regions.</p> <p>Today, more than ever, we must come up with new strategies to counteract the new forms of militarism that are, bit by bit, being imposed January (2009), Ecuador was the scene of protests against a new mining law that allows and promotes large-scale mining and open pit mining - carried out by big multinationals. This mining will cause great damage to the life of the indigenous Amazonians, affecting access to water and generally degrading the environment.</p> <p>Rejection of the law took various forms, both in the local communities and at the national level. There were marches, vigils, hunger strikes, reviving the radicalism that characterised the social movements in Ecuador. On 2 January thousands of people protested in different ways against the mining law. Actions included blockades of motorways in the Sierra and in the south of the Amazons. Urban mobilisations also took place, with unions and ecological groups joining together for a vigil in front of the Congress, and also a 'seed market' to illustrate the diversity of products and ecology that the large-scale mining puts in danger.</p> <p>The mining law is typical of a model of development, including large scale extractive industries, that has plunged the country into dependence, indebtedness and the destruction of ecosystems. We, conscientious objectors and antimilitarists from Ecuador, Colombia, Venezuela, and all Latin America and the Caribbean, united, emphatically refuse a military escalation leading to a war that, once more, will try to divide us. With hunger, corruption, extreme militarism, shameless military spending, civil insecurity, the continual assault on human rights by our governments, we already have enough without being given another armed conflict.</p> <p></p><p>A war will only strengthen the various nationalism of the countries in conflict, augmenting the xenophobia already implanted. It will strengthen Armed Forces who will find another reason to increase their budgets, and will serve to obscure the problems that afflict the peoples of Latin America and the Caribbean: the unchecked exploitation of our resources, the high levels of unemployment, gender violence and discrimination, the corruption and the mafias of power, the communities displaced by armed conflict or by single crop agriculture and forestry, racism and class discrimination. War is not the solution to any of this. On the contrary, it means these conflicts will grow as they have grown during every dictatorship and civil war.</p> <p></p><p>A war between Latin American states is at the same time an internecine conflagration between sister peoples, led to the slaughter by militarist governments, both of the right and the left. The only winners of a fratricidal confrontation are the global arms dealers who, from the USA to Russia, build laboratories of war and oppression under euphemisms such as "Plan Colombia".</p> <p></p><p>We say no to war and to preparations for war. No to the reinforcement of any form of militarism, be it right or left. Yes to the autonomous action of the peoples and their struggles. zone) was declared in the Province of Orellana in the Amazon region of Ecuador, due specifically to the actions of the inhabitants of the Dayuma settlement who have raise up in protest because of the situation of abandonment on the part of the Ecuadorian government.</p> <p>This militarization and repression has lead to various arrests and unlawful entry into homes of the residents, violating their Human Rights, only because they demanded that their basic needs be met.</p> <p>But what is the true reason as to why the state of Ecuador has militarized this province?</p> <p>In the province, one can find well-established state and transnational oil companies such as Repsol-YPF (Spain), Petrobell (Canada), Petrosud-Petrorivas (Argentina), Petroriental (China), Perenco (France), SIPEC/ ENAP (Chile), Petrobrás (Brazil), and Petroecuador (Ecuador), among others.</p> <p>The state of emergency was declared basically to assure that these oil companies can continue to exploit oil without opposition and as a result, the Ecuadorian Army has threatened, suppressed, and imprisoned the population of Orellana.</p> <p>The justification of the Ecuadorian Government is that no one can hinder “The development of the country,” and because of this, Ecuador's oil should be exploited at all costs.  Here you can read from  the President of Ecuador – Rafael Correa's - own words “It is not the communities that are protesting, but a group of terrorists.</p> <p>The people of the east don't support the romantic environmentalists, and it is those childish leftists who want to destabilise the government. Don't believe the romantic environmentalists. Everyone who opposes the development of the country is a terrorist.</p> <p>There are terrorist people who make use of the inhabitants, saying that their territories have been forgotten. Don't let yourselves be deceived.</p> <p>The government is investigating who are behind all this. We even have information that sectors of the church are included. Hopefully this is untrue, because it would be terrible if church people were involved in such error.</p> <p>The government will not allow exploitation of minerals and oil to be halted.</p> <p>I refer to EcuaCorriente [the Ecuadorian sector of a Canadian mining company] because those millions will permit the country to be taken out of underdevelopment. We need them to build schools and health centers.</p> <p>It is more immoral to avoid the cost-benefit of exploiting the ITT [oilfield] and making gaps in the jungle, because we need the money from exploitation of minerals and oil. I say it's more immoral to let people die by defending birds and trees”.</p> <p>This is another fact that confirms that in Ecuador, just like in other countries of the world, the interests of the transnational companies are favored over those of the people.</p> <p>In addition, the Ecuadorian Army has a consortium of companies that are among the 25 largest businesses in all of Ecuador, and many of its companies are suppliers to the oil sector. For example, the Cuerpo de Ingenieros del Ejército, or the Body of Army Engineers, has a series of contracts to construct highways in the Ecuadorian Amazon, and the army's air force has contracts with the oil companies to use their helicopters to transport materials for the oil towers.</p> <p>The transnational oil companies are the true negotiators of the war, since they manipulate the state and the army at their every desire, obligating them to repress and threaten the population in order to be able to continue oil exploitation and maximize their earnings.</p> <p>It is logical that these companies want to exploit more and more oil because the price per barrel boarders 100 USD, making oil exploitation a very lucrative business. Additionally, from every barrel exploited from the Ecuadorian Amazon, the state only receives 20% of the earnings. This means that if a barrel cost 60 USD, the state only receives 12 USD. However, this is changing due to some state decrees that will allow the state to earn more.</p> <p>Under this model that favors the earnings of the oil companies over the rights of the state population, the state is doing whatever it likes with the population and is using adjectives to describe them such as “terrorists”, “delinquents”, “fanatics”, etc. as is seen in the style of the Bush's speeches, trying to criminalize the mobilization of the people.</p> <p>The power of the transnational companies in Ecuador over the army and the state has arrived at the point to when a member of the army comes to a community to make an arrest, he is frequently accompanied by a representative from the oil company, making a subtle implication that it was the oil company who ordered the arrest.</p> <p>Up until now there are still people who were arrested and detained because of the situation in Dayuma. first two weeks of December, a state of emergency was declared in the Orellana Province in the Amazon region of Ecuador. <p>This state of emergency is carried out through the militarisation of Orellana which took place after representatives of the town of Dayuma (area in the country that brings in more resources to the nation) started protesting about the complete abandonment from the government in which they live, as they have almost no access to any public services.</p> <p>What is the main reason behind for the Ecuadorian state to militarise this province?
