field--item"><p>In July of 2012 three disarmament activists in the United States - Greg Boertje-Obed, Megan Rice and Michael Walli - engaged in a nonviolent direct action they dubbed "Transform Now Plowshares" at Oak Ridge, TN's Y12 National Security Complex. Oak Ridge is a site dating back to the beginning of the Manhattan project during World War II and remains an essential link in the nuclear weapons production capability of the US. The three were able to traverse the terrain of the Federal reservation during the night, overcome four security fences, and confront the Highly Enriched Uranium Maintenance Facility (HEUMF) - a repository for 400 metric tons of bomb-grade uranium, enough for 10,000 nuclear weapons. Once there they marked the area with crime scene tape, unfurled peace banners and marked the walls of the building with human blood and spray-painted biblical peace messages.</p> <!--break--> <p>Once arrested they were eventually charged with property damage and sabotage, both felonies, and tried before a jury in federal court the following May. All were convicted on both charges, and in February of 2014 given prison sentences ranging from approximately three years for the Megan Rice (a Catholic nun in her 80's), and five years for each of the men. They appealed their conviction under the Sabotage act and won that appeal in May 2015, leading to their immediate release. This was the first time in the thirty-five year history of the Plowshares movement in the United States that convicted activists had ever won a legal appeal.</p> <p>Several of us maintained a continuous key role in the support of the Transform Now Plowshares over the years these events played out and in the year or so that followed their release. This article is focused on that aspect of this particular disarmament witness, what it entailed, and what lessons might benefit our peace and justice movements going forward. Many of us in the United States ask ourselves what serves activists and movements, what keeps the concerns we need to uphold in the public eye, and to do that soul searching at the brink of the Trump era - about how to persevere - is of obvious importance.</p> <p>As the action became known in July 2012, several of us agreed to do key work in support of the Transform Now Plowshares. That involved coordinating long-time local peace activists and a broader national (and international) network of established grassroots nuclear resisters in support of the challenges presented by their arrest and prospective trial. Locally, our primary partner was the Oak Ridge Environmental Peace Alliance, which has faithfully worked at exposing the work of the Y12 nuclear complex for decades and brought a lot issue knowledge and local resources to the effort. More broadly, we were able to share the word with the network of contacts we were acquainted with as a result of over three decades of similar Plowshares actions primarily in the US and then to extend that outreach to other faith-based and decidedly strong and progressive peace groups. We had the good fortune to see movement and media fascination with the boldness of the action (Y12 was regarded up to this point as the most secure nuclear facility in the world, and termed "the Fort Knox of uranium" in official literature).The figure of Megan Rice, an 82 year-old nun particularly caught the imagination of many, including national and international media, appearing early on in a front-page New York Times story on the action.</p> <p>To support the action, we concluded that we needed to accomplish several practical goals. We needed to:</p> <ul> <li>develop strong local support, in the form of people who could be willing to house and feed out-of-town activists, turn out for public events -in court and out - from time to time, communicate with, visit and otherwise support the three activists in jail.</li> <li>reach that national and international network of dedicated peace and disarmament activists by phone, by electronic media and involve them in the witness.</li> <li>prepare for the legal aspects of the case, enlisting legal talent that would amplify the three who preferred to represent themselves in court so as to better adhere to the basic message they brought to Y12 in the first place - that the perpetuation of the nuclear threat by the US national security establishment is immoral and illegal and that conscientious nonviolent resistance is good, necessary and legally required. That legal preparation would include pursuit of the legal resources and expert witnesses that could enable a robust presentation of that line of "defense" at trial.</li> </ul> <p>Raising the money needed to assist with this array of needs, especially seeing to the three activists and their public witness in court or in other venues was also an important practical goal.</p> <p>We relied on a great deal of self-organisation based on historic relationships and commitments we regarded as dependable. Nonviolence and community were among the available movement resources that we could call into play, not simply as philosophy but as actual lived long-term experience. Such powerful community began with the three actors and their core support community, but was available in abundance from many of the individuals and networks we called on in response to the needs of the Transform Now Plowshares witness. Thus the conduct of the witness, while centered on the three and their initial witness, nevertheless became a community endeavor and a participatory option for a growing circle of people that became world-wide in its manifestation. In time, the action and the Plowshares movement was honored by the Nuclear-Free Future Award (based primarily in Europe) and a speaking tour post-release featuring Sr. Megan travelling to six countries and eight cities over three weeks in January 2016.</p> <p>The decentralized and organic growth of that overall witness relied less on a fortified ideology or strategy, that it did on some basic practices that movements do not always explicitly recognize as important. Mutual trust and respect played a large part in allowing it to spread out through the networks I've described, rather than heavily centralized direction. The core group confined ourselves narrowly to the essential messaging and information that needed to originate from Knoxville TN, site of the trial and hub for the support effort, and get shared out and counted on the wider networks to know how to work to promulgate that knowledge. That included initiating as appropriate petition campaigning and letter writing to the court, as well as dates and times of key court dates and what was expected of participants. In response, dozens of localized contacts and groups around the US repeated that info and hundreds from around the country travelled to Knoxville to augment the local activists and organizing core to join in amplifying the witness. During trial and post-trial hearings, we had not one but two courtrooms full of supporters (one by closed- circuit video feed) much of the time.</p> <p>In part because of this organic and collaborative approach, we had much more extensive media reach than the many Plowshares actions that have occurred over the decades. A major feature in the Washington Post, just before trial was unprecedented both as to coverage afforded the direct disarmament movement and also by the Posts own history of column-inches dedicated to a human-interest/ news feature. Lengthy features also appeared outside of the English language press internationally, such as Der Spiegel a major German news journal. In fact, Sr. Megan Rice first heard about her impending release from prison in May of 2015, via British Broadcasting Corporation's overnight US broadcast at 3am on Saturday morning, following a court order from the appellate court that had only been issued at the end of the business day Friday and not yet communicated to her jail.</p> <p>A rooting on deep community and deep nonviolence as basic resources to carry out and then support this action has been central to its success in a number of terms. Resources is a Canadian mining company. In mid-2010, Tahoe acquired the Escobal mine in southeast Guatemala from Goldcorp; Escobal is a 'high grade silver' mine, and also contains gold, lead and zinc. Some analysts believe it to be one of the biggest silver mines in the world. The Escobal mine is approximately 40km southeast of Guatemala City, and 3km from San Rafael los Flores.</p> <p>Tahoe Resources hired International Security and Defence Management (ISDM), (<a href="https://tahoeontrial.files.wordpress.com/2015/11/undersiegesummary_luissolano_2015.pdf">a company set up and run by veterans of the US military</a>) to develop a security strategy, and with ISDM's help Tahoe hired the Golan Group to administer security at the Escobal mine. Golan Group was founded in 1983 by members of the Israeli special armed forces. All of these ballots were dismissed by the Guatemalan government, and the project was forced on the communities using private security, police and the military. In 2013, the Guatemalan government commenced a pilot initiative in San Rafael Los Flores called an “inter-institutional project" which framed opposition to mining <a href="http://tahoeontrial.net/the-bigger-picture/">as a threat to national security</a>. Guatemalan activists called the initiative “a military intelligence operation”.</p> <p>Protests and repression escalated in April 2013, as the Guatemalan government granted Tahoe it's final mining permit. A peaceful protest camp was evicted from private property close to the mine, leading to 26 arrests (all of whom were released due to lack of evidence.)</p> <p>On 27 April 2013 security guards at the entrance of the mine shot at a group of men holding a protest, injuring at least ten people. Albert Rotondo, Tahoe's head of security, was arrested trying to flee the country a few days later, accused of attempted murder for his role in the 27<sup>th</sup> April attacks. Over 3,000 police and soldiers were brought into the area, and prominent community activists were targeted with house raids and arrests. The state of siege meant constitutional freedoms and rights were suspended, including the right to assembly and movement. Ramírez Juárez, a local anti-mining activist, said <a href="http://news.mongabay.com/2015/07/militarization-and-murders-stifle-anti-mining-movement-in-guatemala/">“When the state of siege was established here, for us it wasn’t a state of siege; it was a state of war.”</a> As the military mobilisation in the area began, local activists from the Xinka People's Parliament released a statement saying “We fear for the lives of our leaders. We’re returning to the 1980s, with the persecution of leaders, extrajudicial execution and forced disappearance.”</p> <p>In 2014, a year after the imposition of the state of siege, thousands of residents of Mataquescuintla marched in opposition to the ongoing militarisation of the region. A few days later, Topacio Reynoso, a 16 year old girl and leader of the youth movement against mining was murdered in an armed attack – it is believed that the motive for the attack was her opposition Friday, a group of Antimilitaristes-moc activists disrupted the organization of the departure of a military convoy from the port of Sagunto, due to be deployed in war maneuvers in the next few days by army units of more than 30 countries as part of NATO exercise “Trident Juncture 2015”</strong></p> <!--break--><p></p> <p>Last Friday at 17:00 a group of antimilitarist activists, dressed in white overalls and pink reflective vests assembled at the dockside of the port of Sagunto, Spain, where a cargo vessel with vehicles and arms had been being unloaded recently, in preparation for live fire stage of the multinational NATO military maneuver “Trident Juncture”, due to begin in the next few days. While two activists unveiled banners with the words “War Stops Here” and “Sorry for the inconvenience: obstructing war preparations”, four more activists rapidly chained themselves with lock-on tubes to the tracks of two Danish Leopard tanks parked due to be transported to the main maneuver field of San Gregorio (Zaragoza).</p> <p>For three hours the activists remained locked to the war machines preventing their departure, despite of the growing police pressure. Finally, two riot units of the Guardia Civil showed up at the place and managed to remove the activists from the three lock-on tubes by cutting off the retaining nuts using a portable radial saw. After 30 minutes of work, once released from the tubes, the 6 antimilitarists were arrested and transfered to the Guardia Civil police station in the nearby town of Puçol, where they were released at around 11PM. Four of them are accused of charges of "Breach of the peace" and "Disobedience". This does not exclude the possibility of further prosecution through the recently passed Public Security Law ("Gag Law").</p> <p>The main motto of this action of civil disobedience is “War Starts Here, and Here we Stop It”. With this action, the anti war group denounces that “military aggressions as a scandal to public opinion are the fruit of political decisions taken thanks to our conscious or unconscious consent, and these maneuvers provide a perfect example of war preparations”.</p> <p>According to Antimilitaristes-moc, “the Trident Juncture exercise supposes the taking over and use of ports, airports, rail lines, and natural areas in Sagunto, Valencia, Zaragoza, Albacete and various areas in Andalucía in order to perform war training to assure the offensive and interventionalist capacity of the NATO Very High Readiness Joint Task Force, and prove its destructive power”. According to Antimilitaristes-moc, another example of politics which prioritise war preparations is “the immense volume of military spending (around 18,000 million euros in Spain annually and over 1,000 bilion globally) from our taxes, or the arms trade in and with conflict zones: the Spanish state is among the 7 mayor world arms exporters, the permanent members of the UN Security Council making up the main arms exporters.”</p> <p>They conclude “The consequences of these military policies of NATO, of Russia and its allies, are much more visible to public opinion: The systematic violation of human rights, the destruction and persecution of the civil population, extreme violence against women, the expoliation of resources, and the mass exodus of millions of people from countries such as Iraq, Afghanistan, Libya, Syria, Ukraine, etc.”</p> <p>“We wanted to stop the flow of material and personnel to these war games and at the same time make visible the contrast between the terrible situation of war refugees who seek protection and meet walls, razor wired fences and death, and the absolute freedom of movement for those who execute wars and their arms, especially during theses military exercises”. For the antimilitarist collective, “actions like those of today contribute to making a culture of peace based on cooperation, justice and non-violence, and not one of deterrence and force”. The paradigm of defense and military-based security has to be changed, it leads over and over again to war and violence. “Human security, according to the UN definition, puts at its axis the defense of the rights of people and nature. In this new paradigm, “armies and military structures are a threat to these rights and must be broken up and abolished”.</p> <p>On the other hand, Antimilitaristes-moc, wish to express through today’s action their rejection of anti-liberty laws which criminalize social protest, laws passed recently by the Spanish government, such as the reform of the Penal Code and the Citizen Security Law (gaging law). Antimilitaristes-moc have declared that they will carry on using civil disobedience tactics, “because we consider them a legitimate and radically democratic tool for political participation and social change.</p> <p>For Antimilitaristes-moc, this is a “non-violent direct action”, like similar actions carried out over the last 10 years, like the “citizen inspections” at the NATO Response Force base in Betera (Valencia). According to Antimilitaristes-moc, “It’s direct, because we use our bodies as tools, without mediation or representations. And it’s non-violent, because we believe in the higher legitimacy and efficiency of nonviolence to bring about social change. intelligence analysts are being paid to review surveillance footage from U.S. military drones</a> in Central Asia and the Middle East, according to a new report from the Bureau of Investigative Journalism. <br /><br />Bureau reporters Crofton Black and Abigail Fielding-Smith name eleven companies that have won hundreds of millions of dollars in contracts to plug a shortage in personnel needed to analyze the thousands of hours of streaming video gathered daily from the remotely piloted aircraft that hover over war zones around the world: Advanced Concepts Enterprises, BAE Systems, <a href="http://www.crocodyl.org/wiki/booz_allen">Booz Allen</a> Hamilton, General Dynamics, Intrepid Solutions, L-3 Communications, MacAulay-Brown, SAIC, Transvoyant, Worldwide Language Resources and Zel Technologies. (see details below)<br /><br />“Contractors are used to fill the gap to give enough manpower to provide flexibility necessary for military to do things like take leave,” one analyst who worked with the Air Force at Hurlburt Field airbase in Florida, told the Bureau. <br /><br />Private companies have been providing support for military intelligence for many years. Ever since <a href="http://www.corpwatch.org/article.php?id=10828" target="_blank">CACI’s role in supplying interrogators at Abu Ghraib</a> came to light in 2004, CorpWatch has regularly documented dozens of companies like<a href="http://www.corpwatch.org/article.php?id=9008" target="_blank"> BAE Systems</a>, <a href="http://www.corpwatch.org/article.php?id=14963" target="_blank">Booz Allen Hamilton</a>, <a href="http://www.corpwatch.org/article.php?id=13993" target="_blank">L-3 Communications</a> and <a href="http://www.corpwatch.org/article.php?id=9508" target="_blank">SAIC</a> that have provided such services to the federal government ranging from surveillance equipment and weapons to propaganda experts and imagery analysts. <br /><br />Today, these contractors are flocking to the drone business, which has become the linchpin of President Barack Obama’s military strategy, just as the ground war has wound down. Although the Central Intelligence Agency has garnered most of the media attention for targeted killing delivered by drones in countries like Pakistan and Yemen, the bulk of the so-called “War on Terror” is really conducted by U.S. Air Force pilots and support personnel who fly 65 round-the-clock “combat air patrols” of Global Hawk, Predator and Reaper drones around the world from faraway locations.<br /><br />Each of these patrols, which involve three to four aircraft, require as many as 186 individuals who staff a complex and global system. Typically pilots and camera operators work out of bases like Creech in Nevada, while maintenance crews work in friendly countries like Afghanistan and Saudi Arabia. Video analysts work out of military bases like California and Florida while military lawyers who are required to approve strike decisions are stationed at the Al-Udeid base in Qatar.<br /><br />Imagery analysts who review video footage are among the lowest ranked among the personnel who work in the drone war hierarchy. Typically these are entry level “airmen” who only need a high school diploma and eleven months of military training. The drone pilots are officers with undergraduate degrees and more years of training.<br /><br />Both airmen and officers become eligible to work as private contractors after they complete their military service, where they can be paid twice as much for the same work, and get the added bonus of picking their hours and work locations. (The Air Force Times estimates that drone maintenance pilots stationed overseas who work for companies like Raytheon can <a href="http://www.airforcetimes.com/story/military/2015/04/21/drone-pilot-compensation/25837209/" target="_blank">make as much as $225,000 a year</a>) Since all the initial training and the security clearances are provided by the military, all the contractors are required to do is recruit Air Force veterans and then put them on their payrolls.<br /><br />By all accounts, the private contractors do not take part in making decisions as to who to kill nor are they allowed to fire missiles.<br /><br />But contractors do sometimes play a key role in military missions by the very nature of their analytical work. In 2010, Major General Timothy McHale identified an <a href="http://www.crocodyl.org/wiki/science_applications_international_corp">SAIC</a> staffer who led a team of imagery analysts to track three vehicles in Daikundi province, Afghanistan. exercise Trident Juncture will take place during October 2015 until 6 November, principally in Italy, Portugal, and the State of Spain. With the participation of more than 36,000 soldiers from 30 countries, the exercise will be “the Alliance’s most important exercise in 2015” and “the largest deployment of the Alliance since the Cold War and in the last decade”, according to the Spanish Ministry of Defence. More than half of this military force, 20,000 soldiers, will be deployed at eight sites in the State of Spain: the National Training Centres of San Gregorio (Zaragoza) and Chinchilla (Albacete), the Exercise and Firing Range ‘Álvarez de Sotomayor’ (Almería) and the Amphibian Training Range of the Sierra del Retín (Cádiz), and as well in the areas of the military bases of Albacete, Son San Joan (Palma de Mallorca), Torrejón and Zaragoza. Additionally, the US marines from the base of Morón de la Frontera will participate in the "mega exercise". <!--break--> <p>The exercise consists of two distinct phases: a command post exercise and “simularted war” (CPX, from 3 until 16 October) which will take place within the barracks of participating states, and a live phase (LIVEX, 21 October-6 November), during which different naval, aerial, terrestrial offensive operations, amphibian landing operations, parachute jumps, urban actions, interventions in a CRBN (chemical, radiological, biological, and nuclear) environment, and actions of special operations forces will be trained. In the State of Spain the main part of the military will be deployed at San Gregorio (Zaragoza), but Andalucía will also have an important role during the exercises. At the moment a large camp is already being constructed in the airbase of Zaragoza with a capacity for 1,600 soldiers.</p> <p>With this exercise NATO puts into practice the lessons learned from the war and occupation of Afghanistan, and will practice to intervene militarily in the North of Africa with a massive power ready to invade. They will be trained in how to achieve control of natural resources – water, minerals, oil and gas – in a context of major environmental degradation and scarcity of energy. NATO is interested in Africa because of the conflict potential of climate change and because the continent is rich of abundant natural resources: minerals (platinum, chromium, magnesium and cobalt, among others), as well as oil and gas which represent an important part of global reserves.</p> <p>In the power game over Africa the State of Spain has an important role, inlcuding maintaining the safety of the transport routes (Red Sea and the Horn of Africa) and additionally has its own military and economic interests. For this reason the great majority of the military interventions of the State of Spain take place on the continent, or in the Middle East. Spain is responsible for the control of the “Southern frontier” of the European Union, for the containment of the migration of people who flee from poverty or war, guaranteeing that the consequences of the politics of exploitation of the continent do not have repercussions within “Fortress Europe”. The State of Spain represents the spearhead of NATO in Africa.</p> <p>But NATO's exercises are also designed to send a powerful message of pressure to Russia with a partial or indirect war in its bordering territories. In this sense the participation of Ukraine – which formally is not a member state of the Alliance – is significant. Trident Juncture not only serves to demonstrate to Russia the military capacity (and the will) of NATO, but also serves to train the cooperation with the Ukrainian Armed Forces. However, the principal message is not for Russia, and much less for the Islamic State, Al Queida or others whose existence and armed actions are used as a justification and propaganda for war. It is more likely that the main message might be for China, a country with strong economic and geo-strategic interests in Africa. China is investing in many African countries and is constructing infrastructure to secure for itself the natural resources – above all, the minerals – of the continent. To restrain the expansion of China - the main competitor of the member states of the Atlantic Alliance - in Africa is one of the hidden motives of the “mega exercise”. All this is part of the imperialist competition between the military powers and their dependency on the commercial interests of the multinational companies.</p> <p><strong>CALL TO ACTION</strong></p> <p>The exercise Trident Juncture only protects a privileged minority and increases global military spending, which is a detriment to investment in social and humanitarian needs such as combating the dramatic consequences of the crisis of capitalism, putting a break on environmental degradation, promoting just trade relations, economic solidarity and cooperation for a global development of our planet. In 2014 global military spending was 1.8 trillion dollars, while in 2016 the State of Spain will spend 24,489.96 million on the preparation for war and social control. At present the five states with the highest military expenditure of Western Europe are France, the United Kingdom, Germany and the Kingdom of Spain.</p> <p>Their “mega-exercise” increases insecurity on our planet and especially our insecurity as it turns us into the main stage for their war operations. They are bringing the war to our homes, they turn us into direct collaborators with the violence of NATO, and, therefore, into the war targets of their opponents. They encourage terrorism, social division, racism and fear.</p> <p>These exercises, and Armed Forces generally, represent a bloody burden for global progress and are means of irrational destruction, economic and ideological domination and of the “conquest of power” of those whom we need to free ourselves for the good of humanity and of Earth. For these reasons, and because of their significance, we make a call for global solidarity and for the cooperation of societies in the struggle of active nonviolence for real democracy, social and environmental justice and for the sustainable redistribution of the wealth and esources of the planet. We call for civil disobedience and nonviolent direct action against the NATO exercise Trident Juncture 2015.</p> <p>Various collectives are preparing protest actions and civil resistance during the course of the “mega exercise”, for which we ask for your support and cooperation. We also invite everyone to decentralise and self-organise the protest (organising your own disobedient action and coordinate it with others). There are initiatives by the pacifist and antimilitarist movement of Andalucía to organise civil disobedience action in Barbate (Amphibian Training Range of the Sierra del Retín ) with the support of Alternativa Antimilitarista.MOC on the level of the State of Spain and of the European Antimilitarist Network. In Zaragoza we are organising acts of protest from 3 to 6 November (the National Training Centre of San Gregorio will again be the protagonist of this militarist barbarity). In addition, parts of the exercise will take place in other countries: Belgium, Canada, Germany, the Netherlands and Norway, and the naval parts of the exercise will take place in the Atlantic Ocean and the Mediterranean.</p> <p>According to the information from the Ministry of Defence, “<em>of the participating military, about 20,000 will be deployed in the National Training Centres of San Gregorio (Zaragoza) and Chinchilla (Albacete), in the Exercise and Firing Range ‘Álvarez de Sotomayor’ (Almería) and the Amphibian Training Range of the Sierra del Retín (Cádiz), and as well in the areas of the military bases of Albacete, Son San Joan (Palma de Mallorca), Torrejón and Zaragoza.</em>”<a href="#sdfootnote5sym">5</a> We also know that the US Marines from the military base of Morón de la Frontera (Sevilla) will participate in the exercise to “<em>test the interoperability of the MV-22 Osprey planes: takeoff, landing and the possibility to transport them</em>”<a href="#sdfootnote6sym">6</a> on the Spanish aircraft carrier Juan Carlos I, which is based in Rota.</p> <p>In Andalucía alone there are three places where the exercises will take place: the <em>Exercise and Firing Range ‘Álvarez de Sotomayor’ (Almería),</em> the <em>Amphibian Training Range Sierra del Retín (Cádiz),</em> and the air base of<em> Morón de la Frontera (Sevilla)</em>. In addition a range of military units that normally are based in Andalucía will take part.</p> <p>Even though within the State of Spain the main part of the military will be deployed at San Gregorio (Zaragoza), Andalucía will also have an important role during the exercises, especially for the interoperability training between the different air, land, and naval forces of the participating countries. In Andalucía are two places for the training of invasions of land from the water: the <em>Exercise and Firing Range ‘Álvarez de Sotomayor’ (Almería),</em> the <em>Amphibian Training Range Sierra del Retín (Cádiz)</em>.</p> <h3>Trident Juncture 2015: What are the military “training”?</h3> <p>According to the press release of the Ministry of Defence of the State of Spain, “<em>‘Trident Juncture 2015’ is the high visibility exercise of the Connected Forces Initiative of the Atlantic Alliance in which more than 30,000 soldiers from more than 30 countries will participate, and of which 20,000 will train simultaneously in Spain.</em>”</p> <p>The “Connected Forces Initiative” (CFI) was approved at the NATO summit in Chicago in 2012 as one of the key programmes to achieve the objective “NATO Forces 2020”. At the NATO summit in Wales in 2014, and taking into account the crisis between Ukraine and Russia and the increased security challenges in the Middle East and the North of Africa and beyond, NATO approved the “Readiness Action Plan (RAP)” and in addition six key measures as part of the Connected Forces Initiative – one of them the exercise Trident Juncture 2015 and a more extensive exercise programme from 2016 on.</p> <p>During Trident Juncture 2015 NATO will for the first time train the new <em>Very High Readiness Joint Task Force</em>, approved at the summit in Wales, and which will be commanded by the State of Spain in 2016.</p> <p>As for every exercise, NATO has its scenario for Trident Juncture, which is called the “SOROTAN scenario”. The scenario “<em>reflects a very complex threat environment in the fictional “Cerasia” region and looks to challenge NATO forces with a wide range of conventional and unconventional threats, including hybrid warfare.</em>”<a href="#sdfootnote7sym">7</a> More concretely the scenario deals with a conflict between two countries – Kamon and Lakuta – over water. “<em>With desertification, dry aquifers, riparian disputes and an ever diminishing resource, Kamon, the aggressor country in the region, refuses international arbitration and invades southwards in order to seize key dams in Lakuta, which was caught ill-prepared to counter the invasion.</em>”<a href="#sdfootnote8sym">8</a> And so, according to NATO's logic, what is needed is a military intervention by NATO.</p> <p>NATO says that with Trident Juncture the lessons learned from the war in Afghanistan will be put into practice As one of the NATO officials in charge of the exercises says, Trident Juncture has been planned deliberately “<em>to be a keystone event for NATO as we shift our focus from over a decade of really intensity counterinsurgency; to start to recalibrate our posture for the current security environment.</em>”<a href="#sdfootnote9sym">9</a> And where is SOROTAN? General Hans-Lothar Domröse tells us: “I<em>t is an artificial fictive scenario taking place in SOROTAN which is a kind of parts of Africa</em>.“<a href="#sdfootnote10sym">10</a></p> <p>In this context it is interesting that NATO refers in the introduction of another document about the SOROTAN scenario<a href="#sdfootnote11sym">11</a> to a study by the think tank "<em>Strategic Foresight Group</em>", based India, about water cooperation and conflict<a href="#sdfootnote12sym">12</a>. Is it just a coincidence that the debate about the role of climate change in present (and future) armed conflicts is all the time getting more intense<a href="#sdfootnote13sym">13</a>, and that a study related drought and climate change with the war in Syria<a href="#sdfootnote14sym">14</a>?<br /> That NATO sees climate change – or, more correctly, the conflicts caused by climate change – as a challenge is not new.. NATO's Strategic Concept, approved at the NATO summit in Lisbon in 2010<a href="#sdfootnote15sym">15</a>, and the strategic concepts of the US, European Union or of the State of Spain mention climate change as a “challenge” for “collective security” in the future. Now, with the exercise Trident Juncture, this analysis is put into practice during a military training.</p> <h3>Africa: more than armed conflict and climate change</h3> <p>But NATO (and other countries) are not only interested in Africa because of the conflict potential of climate change. Additionally, and maybe more importantly, the continent is rich in abundant natural resources. For example, Africa has important mineral resources which represent one third of global reserves, and much more of some important minerals: 89% of the platinum reserves, 81% of chrome, 61% of magnesium, 60% of cobalt, among others<a href="#sdfootnote16sym">16</a>.</p> <p>Additionally, according to Didier Lluch, Director of Explorations in Africa of the Spanish multinational Repsol, even though African countries only produce one tenth of global petrol production “<em>it is a continent in which there is still a lot to do</em>”. Lluch continues that “<em>only 12 of the 54 African nations have oil or gas on their territory..So far there are still large areas almost completely unexplored, such as the east of Africa</em>”, but also countries that are considered mature, such as Algeria “<em>are big and conceal still a lot of resources</em>”<a href="#sdfootnote17sym">17</a>.</p> <p><!-- THEME DEBUG --><!-- THEME HOOK: 'entity_embed_container' --><!-- BEGIN OUTPUT from 'modules/contrib/entity_embed/templates/entity-embed-container.html.twig' --></p> <!-- THEME DEBUG --><!-- THEME HOOK: 'filter_caption' --><!-- BEGIN OUTPUT from 'core/modules/filter/templates/filter-caption.html.twig' --><figure role="group" class="embedded-entity"> <div data-embed-button="image_embed" data-entity-embed-display="image:responsive_image" data-entity-embed-display-settings="body_inline_half" data-entity-type="file" data-entity-uuid="dc375b17-07f6-4625-8f68-70f531b4b5d6" data-langcode="en"> <p><img class="img-responsive" src="/sites/default/files/public_files/styles/large/public/images/mapa-conflictos-y-recursos-africa.home.png?itok=vtZAk5xz" srcset="/sites/default/files/public_files/styles/large/public/images/mapa-conflictos-y-recursos-africa.home.png?itok=vtZAk5xz 1x" typeof="foaf:Image" /></p> </div> <figcaption>Source: Explotación de los recursos naturales en África: La Industria Extractiva. Hidrocarburos y minerales, January, <a href="http://www.africacuestiondevida.org/wp-content/uploads/2014/01/ExplotacionRecursosNaturales.pdf">www.africacuestiondevida.org/wp-content/uploads/2014/01/ExplotacionRecursosNaturales.pdf</a> </p><p>Nevertheless, on the continent the relation between mineral resources or oil and gas resources and social or armed conflicts is very clear – in addition to serious environmental degradation, which in itself can cause conflicts. As Jesús García-Luengos writes in his report <em>Explotación de los recursos naturales en África: La Industria Extractiva. Hidrocarburos y minerales</em>: “<em>The impact derived from the exploitation of these resources on society and the health of local communities and the environment is very significant</em>.<em> .... Additionally, the grabbing of natural resources continues to contribute to increasing the instability in large parts of Sub-Saharan Africa, and to aggravate and prolong conflicts. Other resources such as fish, forests and agricultural resources – with land grabbing of large dimensions – are equally over-exploited and exhausted.</em>”<a href="#sdfootnote18sym">18</a></p> <h3>NATO together with civil society? NATO's new “total wars”</h3> <p>One of the lessons learned during the wars in Afghanistan and Iraq is that what NATO can achieve through its military power is limited. And they say so openly. The “hybrid war” of which NATO talks is in reality a “total war” that includes all aspects of society. On the military level, hybrid war includes “cybernetic war”, more “military intelligence”, the use of new technologies such as drones to obtain more intelligence and to kill those seen as the enemy – with many “<em>collateral victims</em>”, as we can observe for many years in Afghanistan, Pakistan, Yemen and in other countries where principally the USA are using their drones.</p> <p>According to the SOROTAN scenario for the exercise Trident Juncture 2015, part of the exercise is about the “<em>battle for the narratives</em>” or “<em>working inside an information environment that is risky both in NATO home countries as well as in the region where the intervention is occurring.</em>”<a href="#sdfootnote19sym">19</a>. Propaganda is an integral part of war – something which is not that new, but all the time more important. Both, the conflict in Ukraine and the war in Syria show that in a context with massive propaganda by various actors of the conflict it is also difficult and complex for antimilitarists to develop an independent perspective. NATO is working to make this even more difficult in the future, and not by using the old tool of censorship, but through massive propaganda and desinformation.</p> <p>Today NATO admits that only through military means you cannot create peace. In July 2015 the commander of the exercise, General general Hans-Lothar Domröse emphasized that to create peace “<em>and we know it by heart... it's only possible with international organizations and big organizations like the Red Cross, humanitarian assistance, and the EU as a real powerbroker</em>”<a href="#sdfootnote20sym">20</a>. And because of that in new ways of NATO to fight its war the civilian institutions will have a key role. In a first version of the information about Trident Juncture published on the NATO website, NATO said “<em>The aim of IO/NGO/GO participation in the exercise is to improve NATO’s ability to interact with essential civil actors.</em>” The list of organisations that had been public in the past included the European Union, the International Committee of the Red Cross, and various UN agencies<a href="#sdfootnote21sym">21</a>, and a list of NGOs and state humanitarian agencies: <em>“Save the Children, Assistência Médica Internacional Foundation (AMI), Human Rights Watch (HRW), Médecins Sans Frontières (MSF), United States Agency for International Development (USAID), Department for International Development (DFID), Deutsche Gesellschaft für internationale Zusammenarbeit (GIZ), Agencia Española de Cooperación Internacional para el Desarrollo (AECID - SPA) and World Vision (WV) were approved to participate in the White Cell of the exercise. African Union (AU) was approved to observe it.</em>”<a href="#sdfootnote22sym">22</a></p> <p>The participation of the various UN agencies, of the European Union or of the state agencies for international cooperation does not surprise, nor the participation of the Red Cross. But the participation of some of the NGOs does surprise. In fact, the cooptation of NGOs and “civil society” by NATO is extremely worrying. Luckily Médecins Sans Frontières informed one of their supporters by email that “all is an error by NATO itself in their website, and we only discovered it thanks to various messages from our supporters such as yours.””<a href="#sdfootnote23sym">23</a> In fact, the mention of Médecins Sans Frontières did surprise; the NGO did strongly critizise the attempts by NATO to involve the humanitarian NGOs in its strategy in Afghanistan. And what do Human Rights Watch or Save the Children say? How do they justify their participation in a military exercise?</p> <p>General Hans-Lothar Domröse confirmed the participation of “<em>more than a dozen NGOs</em>” and: “<em>There are a few amongst them who said: 'We are eager to participate; but please do not mention my name'. I respect this.</em>”<a href="#sdfootnote24sym">24</a> Probably that is the reason why NATO deleted the information on the NGOs and international organisations that participate in the exercise from their website.</p> <p>For antimilitarists it is not new and also not difficult to understand that with the tools of war you cannot create peace. We could say that it is good that NATO is learning this lesson. However, when NATO says this we should probably get worried. This does not mean that NATO will now embark on a path towards disarmament and leave the leading role to the civilian institutions. To the contrary: NATO is trying to coopt the civilian institutions and the NGOs in order to integrate them in its strategy, which is above all a military one, and following a military logic which they then will want to apply also to the work of civilian institutions and of NGOS, as various NGOs criticised during the war in Afghanistan<a href="#sdfootnote25sym">25</a>.</p> <h3>And Russia?</h3> <p>It is pretty clear that the largest NATO exercise for more than a decade has also been designed to send a message to Russia. It is also likely that the increase in the size of the exercises from the initially planned 20-25,000 soldiers to more than 30,000 soldiers is related to the crisis in Ukraine and the intensification of the conflict between NATO and Russia. In this context the participation of Ukraine – which formally is not a member state of the alliance – is significant. Trident Juncture not only serves to demonstrate to Russia the military capability (and the will) of NATO, it also serves to train the cooperation with the Armed Forces of Ukraine.</p> <p>However, the main message is not for Russia, and much less for the Islamic State, Al Quaida or Boko Haram. It is more likely that the main message is for China, a country that has powerful economic and geostrategic interests in Africa. China is investing a lot in the countries of Africa, and is constructing infrastructure to assure itself of the natural resources – above all minerals – of the continent. The National Petroleum Corporation of China, one of the petrol companies of the Asian country, receives almost all of its supplies from the oil fields of Sudan and South Sudan<a href="#sdfootnote26sym">26</a>. China participates also with military in the United Nations mission in South Sudan. In fact, this is the first time China participates with military forces – and not with just a little: 700 soldiers with drones, anti-tank missiles and other weapons – in a military mission in Africa<a href="#sdfootnote27sym">27</a>. Even though China is the country that contributes most to peace missions of the UN, “<em>this involves principally engineers, medical personnel, transport and security guards</em>”, says Chema Caballero in a blog post of El Pais. “<em>Never before did it send armed troops, if we exclude the occasional elite batallon in Mali or South Sudan to protect its own personnel. Curiously enough the first time it does this is in South Sudan, and we have to see why this is.</em>”<a href="#sdfootnote28sym">28</a> And now the country is negotiating a military base in the city of Obeck in Djibouti<a href="#sdfootnote29sym">29</a>.</p> <p>Chema Caballero concludes: “<em>It would also not be surprising if in the coming years we would be witness to a larger military presence of the Asian giant in Africa with the excuse of support to UN mission, for example</em>”<a href="#sdfootnote30sym">30</a>.</p> <p>In fact already today many of the armed conflicts in Africa at least have as one important aspect the control over natural resources – water, minerals, oil and gas. This is the case in the Democratic Republic of Congo (DRC), in Sudan and South Sudan (oil), in Nigeria (oil) and in other African countries.</p> <p>At the same time Africa is a continent on which up to now not all of the resources have been divided up between the main actors of the globalised world. On the content a fierce competition over access to and control over natural resources is taking place, with China as one of the principal actors that compete with the US and European multinational companies. Even though the military presence of China compared to the US or the old colonial powers France and United Kingdom is still pretty small, the NATO exercise can be understood as a message to China that NATO will not tolerate that China established itself as a military power in Africa.</p> <h3>The State of Spain: NATO's spearhead</h3> <p>In the power games about Africa the State of Spain has an important role, and in addition it has its own military and economic interests. The principal themes of many of these missions are the “fight against jihadism”, the control of illegal migration and – less openly – the access to natural resources, either directly or via securing the transport routes of these resources (Red Sea and the Horn of Africa).</p> <p>But the State of Spain is also one spearhead due to its proximity to the continent, and because of its military and civilian infrastructure. For example, the port of Las Palmas on the Canary Islands did transform itself into “<em>a strategic base for humanitarian aid</em>” to Africa for organisations such as the Red Cross, the UN World Food Program and USAID<a href="#sdfootnote33sym">33</a>. Two of these three agencies take part in the NATO exercise Trident Juncture 2015.</p> <p>A key role in the military strategy towards Africa plays the US base of Morón de la Frontera in Andalucía, where the US marine special forces under the command of AFRICOM are based<a href="#sdfootnote34sym">34</a>. Only a few months ago the State of Spain and the USA signed an agreement about the increase of US military personnel on the base up to 3,000 soldiers<a href="#sdfootnote35sym">35</a>. It does not surprise that the marines from Morón will also participate in the NATO exercise, and they are also interested in using the Spanish aircraft carrier for their MV-22B Osprey aircraft. The navy base of Rota is another key base. According to the official information of the US Navy Rota serves as support base for all US naval forces in Africa and Europe, above all for the 6th fleet. In addition, the base provides logistic and emergency support for all US or NATO forces<a href="#sdfootnote36sym">36</a>. And as headquarters of the Spanish Navy, ROTA serves during 2015 as headquarters of the naval response forces of NATO.</p> <p>Other important infrastructure include the United Kingdom navy base on Gibraltar and various bases and units of the Spanish Armed Forces. The State of Spain also hosts the High Readiness Force Land Headquarters of NATO in Betera (Valencia) – these headquarters will receive certification for commanding of the new Very High Readiness Forces of NATO during Trident Juncture 2015, and will lead this new force in 2016.</p> <p> </p> <h3>Resistance!</h3> <p>Because of the high relevance of the exercise Trident Juncture 2015, a variety of groups are preparing acts of protest and/or resistance. There are initiatives by the pacifist and antimilitarist movement of Andalucía to organise civil disobedience action in Barbate (Amphibian Training Range of the Sierra del Retín ) with the support of Alternativa Antimilitarista.MOC on the level of the State of Spain and of the European Antimilitarist Network. Other groups are organising protests in Zaragoza (National Training Centre of San Gregorio) and in Barcelona.</p> <p>It is likely that during September and October more protests and actions of civil disobedience will be planned and announced. It goes far beyond the arms trade (although that is an important part of it), and includes all those who fund and profit from war and militarisation. The seminar will explore the ways companies involved in extractive industries profit from war and violence, how arms companies are profiting from the militarisation of civilian police forces, the ways profiteering can occur from occupation, and many other forms of war profiteering.</p> <p>The primary focus of the seminar though, will be on the ways and means of disrupting such profiteering. Disrupting war profiteering takes a whole range of activities, from research, lobbying and legal challenges to mobilisation, direct action and creative campaigning techniques. This seminar will provide a space for activists using a whole range of different methods to gather together, learn how the spectrum of tactics interlink, and help each other to be more effective. We will be discussing questions like;</p> <ul> <li> <p>How can we make our direct action more strategic using research?</p> </li> <li> <p>How could a public campaign support our lobbying work?</p> </li> <li> <p>What tools or methods can help my campaign be more effective?</p> </li> </ul> <p>This international seminar Stopping the War Business will be held in Seoul, Republic of Korea, 16-17th October.
